BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 4 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to Live in Peace, Inc., and resulting grant agreement, in an amount not to exceed $30,000, to support its Bike Shop and Safe Routes to School programming. The County Executive’s Office will manage and administer the resulting agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On December 10, 2024, the Board of Supervisors approved district-discretionary Measure K funding, sponsored by District 4, not to exceed $35,000, to Live In Peace Inc., to support the continuation of the Bike Shop and the Junior Golf programs.
• On December 14, 2021, the Board of Supervisors approved district-discretionary Measure K funding, sponsored by District 4, not to exceed $35,000, to Live In Peace for the purchase of a van to be used to transport students to Live in Peace programs.
Live In Peace, Inc., a nonprofit organization based in East Palo Alto designed the Bike Shop to remind young people of their incredibly creative, and intuitive intelligent selves. While meeting the bicycle and transportation needs of the community. Bike Shop provides a space for young people to learn and train to be bike mechanics; provides free and low-cost bikes to the community; and engages the community through riding clubs, community rides, and the opportunity to join a bike racing club. Live in Peace Bike Shop serves as the operational hub for bicycle safety education, maintenance and repairs, and the Safe Routes to School programs. While programming is delivered at schools and in the community, the shop enables these efforts by storing, maintaining, and preparing bicycles, helmets, and equipment, and by serving as a training site for staff and youth participants.
Currently, Live in Peace has given out over 300 bikes to the community, provided tens of thousands of dollars in free and subsidized bike repairs, and are training young people to be certified bike mechanics through an apprentice program. In addition, the organization provides bicycle safety education and support through partnerships with school districts.
This district-discretionary grant will be used to support a portion of the operational costs of the Live in Peace Bike Shop, specifically rent for the facility that serves as the base of operations for all programming. The organization’s total annual rent is approximately $49,612, and this Measure K grant will contribute $30,000 toward these costs.
This district-discretionary grant will enable the organization to meet following currently unmet need or service gap within the community: by supporting the Bike Shop facility, this grant ensures that Live In Peace can continue to provide low cost or free bikes to the youth of the community and deliver on-site bicycle safety education, bike mechanic apprenticeship program, maintenance services, and Safe Routes to School program.
District 4 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward.
The project or services funded by this district-discretionary grant will be implemented or provided from May 19, 2026 to December 31, 2027.
Total Measure K Request: Not to Exceed $30,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:
Live In Peace strengthens community safety and youth development by providing accessible, community-based bicycle education and maintenance services. The program promotes safe routes to school, increases student confidence and independence, and supports healthy, active transportation. By centering services in East Palo Alto, East Menlo Park, Redwood City, and North Fair Oaks, the initiative advances equity and ensures that these communities have access to essential resources and opportunities.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
