BACKGROUND:

On December 12, 2018, this Board approved an agreement with Renovo Solutions, LLC (Renovo) for biomed services for the County Health divisions of San Mateo Medical Center (SMMC); Public Health, Policy, and Planning; and Correctional Health Services. Renovo was selected via a Request for Proposals process in December 2018. Renovo supports San Mateo County Health readiness by inspecting and servicing biomedical equipment designated by the County to original equipment manufacturer (OEM) standards. By proactively ensuring that the County’s designated biomedical equipment is operating at OEM specifications, Renovo’s services are intended to reduce annual equipment repair costs, enhance patient safety, and extend the life of the County’s biomedical equipment. The current term of the amended agreement is January 1, 2019 through February 29, 2024, in an amount not to exceed $8,514,000.

 

DISCUSSION:

Although the work was completed by Renovo for the term of this agreement, the “not to exceed” amount of the agreement must now be amended in order to pay the remaining invoices outstanding from Renovo. This amendment will increase the agreement amount by $97,000 in order to pay the remaining invoices. This amendment is coming to this Board late due to initially underestimating the cost of the work requested from Renovo. SMMC identified a breakdown during the reconciliation process for service invoices and have put in place additional steps to reduce future delays.

 

County Attorney has reviewed and approved the resolution and amendment as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

It is anticipated that 100% of scheduled preventative maintenance will be conducted on time for high-risk biomedical equipment.

EQUITY IMPACT:

Renovo’s continued biomedical and equipment related services will positively impact equitable health outcomes because this will ensure all SMMC patients, regardless of races, ethnicities, gender, and gender-identities will have access to high-quality, safe, and reliable medical equipment. SMMC’s patients span a wide spectrum of races, ethnicities, gender, and gender-identities. Within the past 18 months, the largest cohorts of specialty care patients at SMMC were female (52%), Hispanic or Latino (63%), and primarily Spanish speaking (55%). 

 

FISCAL IMPACT:

The term of the amended agreement is January 1, 2019 through February 29, 2024. The amendment increases the amount payable under the agreement by $97,000 to an amount not to exceed $8,611,000 for the 62-month term. Funds in the amount of $97,000 are included in the SMMC FY 2023-24 Adopted Budget.

 

Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
