BACKGROUND:
Behavioral Health and Recovery Services (BHRS) has contracted with the Peninsula Conflict Resolution Center (PCRC) for alcohol and other drug (AOD) prevention services since July 2008. These services include community capacity building, community education and awareness, asset building strategies for youth and families, and environmental prevention efforts in the City of San Mateo region.
In January 2017, BHRS issued a Request for Proposals for community-based partnerships to provide AOD substance use prevention services. Community-based partnerships sustain effective AOD prevention efforts in the County’s six geographic community service areas (CSAs) as identified by BHRS: 1) Northwest CSA: Daly City, Pacifica, and Colma; 2) Northeast CSA: Brisbane, South San Francisco, San Bruno and Millbrae; 3) Coastside CSA: Half Moon Bay, La Honda, and Pescadero; 4) Central CSA: Burlingame, Hillsborough, San Mateo, Foster City and Belmont; 5) South CSA: San Carlos, Redwood City, Woodside, Atherton, West Menlo Park, and Portola Valley; and 6) East Palo Alto CSA: East Menlo Park and East Palo Alto. These partnerships are cooperative agreements with community stakeholders who are committed to providing a variety of AOD prevention strategies in their community. PCRC submitted a proposal and was chosen to provide these services in the Central CSA.
DISCUSSION:
PCRC will continue to be the lead and fiscal agency for the community-based partnership by: 1) providing AOD related prevention services in the Central CSA; 2) collaborating through the partnership to increase community capacity to implement AOD prevention strategies; and 3) continuing to reduce access to and availability of alcohol and other drugs to youth.
In addition, PCRC shall facilitate four twelve-week community-led Parent Project classes where parents learn skills and receive information about resources and other support available in their communities. Each class will consist of a minimum of twenty parents per class. Lastly, the contractor shall designate one staff member as co-chair of the Pacific Islander Initiative to assist and coordinate Pacific Islander efforts and participate in BHRS’ cultural competence efforts.
The resolution has been approved by County Counsel as to form. This agreement is coming to your Board late because the Drug Medi-Cal contract amendments have placed a significant workload demand on the BHRS contracts unit, causing several other BHRS contracts to be delayed. The agreement is on the Continuing Resolution.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing individuals and families with prevention and treatment services such as Community Capacity Building through AOD prevention activities. It is anticipated that 90% of PCRC youth program participants who do not identify as AOD users will commit not to initiate use, and that 75% of PCRC youth program participants who identify as AOD users will commit to quit.

FISCAL IMPACT:
The term of the agreement is July 1, 2017 through June 30, 2018. The amount of the agreement is not to exceed $225,240 which is included in the BHRS FY 2017-18 Adopted Budget. Of that amount, the Substance Abuse and Prevention Treatment Block Grant will fund $159,000, Measure K will fund $48,240, and the Mental Health Services Act will fund $18,000. The payment provisions and levels of service remain essentially the same as those of the prior agreement.
