A) Adopt a resolution authorizing and directing the Sheriff, or designee(s), to execute on behalf of the County of San Mateo all materials required and appropriate for the purpose of securing and expending funds that may be awarded pursuant to, and implementing and carrying out the purposes specified in, the World Cup Safety and Security Grant Program to support security planning, preparedness, and operational delivery of the 2026 Fédération Internationale de Football Association (FIFA) World Cup in the Bay Area region, in an amount not to exceed $687,746.59; and
B) Approve an Appropriation Transfer Request (ATR) in the amount of $687,746.59 to establish a budget appropriation and record revenue for the World Cup Safety and Security Grant Program.

BACKGROUND:
The World Cup Safety and Security Grant Program (“Grant Program”) provides $625,000,000 in federal funding to enhance security and preparedness for the 2026 FIFA World Cup events in the 11 United States host cities.
The Grant Program, which is administered by the U.S. Department of Homeland Security through the Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate, addresses significant security challenges, with all 78 U.S.-based World Cup matches designated as Special Event Assessment Rating (SEAR) I and II events, building on historical federal support for major events like the Olympics.
DISCUSSION:
The Sheriff’s Office has been selected to apply for funding from the Grant Program in an amount not to exceed $687,746.59 to support security planning, preparedness, and operational delivery of the 2026 FIFA World Cup in the Bay Area region. This funding will help to support public safety and security activities necessary to ensure the safe and successful execution of World Cup related events at official host venues, FIFA official Fan Fests and Fan Zones, team facilities, transportation hubs, and other associated sites in the Bay Area region.
It is recommended that the Board approve an ATR in the amount of $687,746.59 by transferring such amount to the Sheriff’s Office.
The County Attorney has reviewed and approved as form the resolution.

COMMUNITY IMPACT:
Funding from the Grant Program will help to enhance public safety through preparedness and security activities for the protection of San Mateo County residents during 2026 FIFA World Cup events in the Bay Area region.
FISCAL IMPACT:
There is no Net County Cost associated with adoption of the resolution authorizing the Sheriff’s Office to apply for and administer funds received from the Grant Program in an amount not to exceed $687,746.59.
