Measure K: Recommendation to:
A) Adopt a resolution authorizing a grant agreement with Daly City Partnership to support youth after school programming and community mental health services in Northern San Mateo County, for the term January 28, 2025 through January 27, 2028, in an amount not to exceed $750,000 and authorizing the County Executive, or designee, to execute the agreement; and
B) Approve an Appropriation Transfer Request (ATR) in the amount of $750,000 appropriating Measure K funds from Non-Departmental Services Reserves to Non-Departmental Services Miscellaneous Other Contributions in support of the agreement with Daly City Partnership.

BACKGROUND:
Daly City Partnership (DCP) was formed in 1995 with a mission to create transformative change by providing comprehensive, multi-generational services that empower children, families, and older adults to overcome challenges and promote community advancement. DCP offers a wide range of programs and services in Northern San Mateo County including mental health services for children, families, and older adults, delivered in schools, clinics, virtually, and low-income senior housing.
Its services extend to tutoring and enrichment programs for school-age children, English Language and Newcomer classes, daily food distributions, and emergency financial assistance for rent, utilities, and deposits. DCP also offers shelter referrals, free clothing for job seekers, and support for homeless individuals and fire victims referred by the Red Cross. These wraparound services aim to equip community members with the tools needed to achieve economic self-sufficiency, enabling them to overcome challenges and achieve long-term success.
Despite its impactful work, DCP faces mounting challenges that jeopardize the sustainability of its services, particularly in mental health and youth programs. Demand for DCP’s support has surged, with over 14,500 individuals served in fiscal year 2023-24-an increase of more than 50 percent in just four years. However, funding has not kept pace. In the past year alone, over $1.2 million in funding has been cut or is at risk due to the expiration of COVID-19 relief funds and shifts in the education and nonprofit funding landscape.
In 2024, these financial pressures forced DCP to lay off staff, and without additional funding, further reductions may become inevitable. Such cuts would significantly diminish DCP’s ability to provide critical support to the growing number of individuals and families in need.
DISCUSSION:
This agreement with Daly City Partnership (DCP) will support essential services for youth and families, as well as mental health programs that have been significantly impacted by funding reductions. Specifically, the funding will enable the continuation of afterschool, summer, and school holiday programs at Our Second Home on the JFK Elementary School campus, serving approximately 30 students daily. These programs provide low-cost or free services to low-income households, offering daily homework assistance, tutoring, and weekly STEAM enrichment activities. Program efficacy and client satisfaction will be regularly assessed to ensure the services meet community needs effectively.
Additionally, the funding will support a range of mental health services, including group, family, couple, and individual therapy. It will allow DCP to retain one full-time Licensed Marriage and Family Therapist (LMFT), hire a part-time LMFT clinical supervisor, and support 10 stipends for interns. As with the youth programming, regular assessments will be conducted to evaluate the impact and satisfaction levels of mental health services.

Daly City Partnership prioritizes equitable access to essential services for underserved and vulnerable populations in Northern San Mateo County. By addressing systemic barriers through programs in mental health, education, housing, and food security, DCP empowers low-income families, children, and seniors to achieve self-sufficiency and thrive. Its culturally responsive, wraparound services ensure that historically marginalized communities receive the support needed to overcome challenges and foster lasting community advancement.
FISCAL IMPACT:
The agreement will be funded from Measure K Reserves and there are sufficient Reserves for this request. There is no Net County Cost associated with this action.
