Approve an Appropriation Transfer Request (ATR) in the amount of $2,600,000 for unanticipated revenue for Health IT, budget subunit 5560B, for unanticipated funding for implementing the California Health Information Exchange Onboarding Program.

BACKGROUND:
The California Health Information Exchange Onboarding Program (Cal-HOP) will provide $50 million in state and federal funding to Qualified Health Information Organizations to support Medi-Cal providers’ access to and use of Health Information Exchange (HIE) technology. This technology will improve the quality and effectiveness of care for Medi-Cal beneficiaries. Cal-HOP will:
• Increase the number of Medi-Cal providers that can exchange patient data via a Health Information Organization (HIOs);
• Expand the data-exchange capabilities of Medi-Cal providers already participating in HIOs; and
• Facilitate Medi-Cal providers' access to the Controlled Substance Utilization Review and Evaluation System (CURES) prescription drug monitoring database.
San Mateo County Connected Care HIE has been approved as a Qualified Health Information Organization (QHIO). The plan is to connect the San Mateo Health system and local health organizations like Ravenswood and Stanford. The program is a milestone based program that will be completed by September 30, 2021.
DISCUSSION:
San Mateo County Connected Care HIO membership has allowed the County to apply for and accept grants that help fund the expansion of clinical information to the San Mateo County and surrounding communities. Integration of the QHIO program will allow more opportunities for San Mateo County to exchange data with State run agencies like CURES, as well as serve as a transmission mechanism for the Public Health Department to send data to California Department of Public Health. The total amount of $2.6 million is available to improve the outreach within our community, avoiding the outlay of Health funds for doing so.
FISCAL IMPACT:
The term of the work is from September 1, 2020 through September 30 ,2021. This Appropriation Transfer Request (ATR) increases the total subunit 5560B budget by $2,600,000 for FY 20-21. This ATR is 100% funded by the Department of Health Care Services, with no associated Net County Cost.
