Adopt a resolution authorizing an agreement with the California Department of Public Health for funding to provide HIV/AIDS surveillance services for the period of July 1, 2024 through June 30, 2029, in an amount not to exceed $421,275.

BACKGROUND:
The California Department of Public Health (CDPH) provides funding for HIV/AIDS surveillance activities, which includes receiving lab reports and Adult HIV/AIDS Case Report Forms (ACRF), reviewing, and submitting HIV/AIDS surveillance data to the CDPH Office of AIDS (OA), establishing and maintaining infrastructure for HIV surveillance, and maintaining data security and confidentiality. This information is utilized by federal and state surveillance departments to obtain an accurate epidemic profile of HIV/AIDS in San Mateo County and establish levels of funding for prevention and care.
DISCUSSION:
These CDPH funds will be utilized to offset the cost of a 0.75 FTE of a communicable disease investigator and 0.10 FTE of an epidemiologist who will investigate HIV/AIDS new case reports from both labs and providers, transmission modes, and case findings; visit medical provider offices for chart reviews; and perform case interviews to obtain further data.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by County Counsel as to form.
This contract is late due to delays in receiving the agreement from the State.
Within each funding cycle, 97% of laboratory reports sent by CDPH-OA will be collected and submitted.

EQUITY IMPACT:
In 2021 in San Mateo County, 58.7% of people newly diagnosed with HIV were of Hispanic/Latino descent, making up more than half of new HIV infections in the same year. HIV surveillance programs gather information on HIV infections to help identify the populations and drivers that lead to new infections. This funding allows staff to investigate health disparities experienced by those persons newly diagnosed with HIV/AIDS in a culturally competent manner, and to in turn, improve HIV prevention for those populations.
FISCAL IMPACT:
The term of the agreement is July 1, 2024 through June 30, 2029. The amount of the agreement is not to exceed $421,275 for the five-year-term, of which $84,255 is included in the Public Health, Policy and Planning (PHPP) FY 2024-25 Approved Recommended Budget. Similar arrangements will be made for future years. Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
