BACKGROUND:
Human Services Agency’s (HSA) Children and Family Services (CFS) branch is committed to enhancing the well-being of children, adults, and families by providing professional, responsive, caring, and supportive services. In March 2013, CFS established a Foster Youth Education and Employment Services program to help foster children that are in primary and secondary education ensure their successful enrollment in and completion of post-secondary education.
On June 15, 2022, HSA issued a Request for Proposals (RFP) seeking providers of employment and educational supportive services for current and former foster youth/young adults. StarVista was selected to provide educational services to San Mateo County primary school age foster youth enrolled in Transitional/Pre-K Kindergarten through 8th grade based on their experience and program approach as outlined in the RFP criteria.
DISCUSSION:
HSA is requesting the County enter into an agreement with StarVista to provide educational support services to primary school age foster youth grades (Transitional/Pre-K Kindergarten through 8th) to ensure their promotion to the next grade level. StarVista will provide strength-based, in-home (or through other safe means, such as video conferencing), educational case management services to current San Mateo County foster youth in grades Transitional/Pre-K through 8th grade and youth preparing to transition to 9th grade residing and attending primary school in San Mateo County.
County Attorney has reviewed and approved the agreement and resolution as to form.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 in aggregate.

FISCAL IMPACT:
The term of the agreement is November 1, 2022 through October 31, 2025 for a total obligation amount not to exceed $1,136,967. This agreement is anticipated to be funded 100% through Child Welfare Services Measure K funding. Funds for these services are included in the FY 2022-23 Recommended Budget. Similar arrangements will be used for FY 2023-25 budget years.
