RECOMMENDATION:

title

Adopt a resolution authorizing an agreement with the California Department of Public Health for funding to provide HIV/AIDS prevention services for the period of August 1, 2024 through May 31, 2029, in an amount not to exceed $890,406.

body

BACKGROUND:

The California Department of Public Health (CDPH) provides funding for HIV/AIDS prevention activities, which includes three strategies: to strengthen disease investigation infrastructure, expand and provide navigation services and expand access to syringe services for people who inject drugs. These evidence-based public health activities are utilized by federal and state public health departments to address HIV Prevention.

DISCUSSION:

The San Mateo County Public Health STD/HIV Program provides: HIV education, counseling, and testing; linkage to care and treatment; retention and re-engagement in care; and partner and prevention services to County residents. These services are funded by a grant issued by the Centers for Disease Control and Prevention and administered by the California Department of Public Health (CDPH).

These CDPH funds will be utilized to offset the cost of 1.0 FTE of a communicable disease investigator and 0.10 FTE of a community program supervisor performing HIV Prevention related activities.

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

The agreement and resolution have been reviewed and approved by County Attorney as to form.

This contract is late due to delays in receiving the agreement from the State.

It is anticipated that of all encounters with high-risk residents in field testing, 60% will result in an HIV test being completed for the resident.

PERFORMANCE MEASURE:

Measure

FY 2023-24 Actual

FY 2024-25 Estimated

Percentage of encounters with high-risk residents in field testing that result in an HIV test being completed for the resident

 59.4% 285 tests performed

 60% 295 tests performed

EQUITY IMPACT:

In 2021 in San Mateo County, 58.7% of people newly diagnosed with HIV were of Hispanic/Latino descent, making up more than half of new HIV infections in the same year.  HIV prevention programs aim to prevent new HIV infections, especially in underserved populations. This funding allows staff to address health disparities experienced by those persons newly diagnosed with HIV/AIDS in a culturally competent manner and improve HIV prevention for those in underserved communities.

FISCAL IMPACT:

The term of the agreement is August 1, 2024, through May 31, 2029. The amount of the agreement is not to exceed $890,406 for the five-year-term, of which $178,081 is included in the Public Health, Policy and Planning FY 2024-25 Approved Recommended Budget. Similar arrangements will be made for future years. Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
