Adopt a resolution authorizing an amendment to the agreement with AT&T Corporation to provide continued Enhanced 911 (E911) routing, licensing, and support services, extending the term of the agreement through May 31, 2028, and increasing the agreement amount by $148,550.40, for a total a total amount not to exceed $514,360.80.

BACKGROUND:
On May 14, 2019, your Board approved an agreement and Request for Proposals (RFP) process waiver with AT&T Corporation to provide E911 routing, licensing, and support services, enabling compliance with federal mandates including Kari’s Law and RAY BAUM’S Act, which require direct dialing to emergency services, internal emergency notifications, and accurate location information for first responders.
The County’s VoIP (Voice over Internet Protocol) phone system, provided by AT&T, requires specialized E911 services to ensure emergency calls are routed to the nearest Public Safety Answering Point (PSAP). To meet this critical need, AT&T partners exclusively with Intrado, whose proprietary "Locate Before Route" technology uses the caller’s device GPS and hybrid data to pinpoint a caller’s location within 50 meters, ensuring that emergency calls are routed accurately and quickly, significantly improving the speed and reliability of emergency response compared to traditional methods that rely on cell tower proximity.
On September 13, 2022, the parties executed Amendment Number 1 to the agreement for continued E911 services, extending the term through May 31, 2025, and increasing the agreement amount by $148,550.40, for a total amount not to exceed $365,810.40.
DISCUSSION:
As the County continues to prioritize timely and accurate emergency communications, ongoing access to AT&T’s Enhanced 911 (E911) services, provided in partnership with Intrado, remain essential. This integrated solution ensures compliance with federal mandates and supports accurate call routing based on a caller’s real-time location, which directly impacts public safety operations and the effectiveness of emergency response.
The Information Services Department (ISD) is seeking approval from your Board to execute this amendment to the agreement with AT&T Corporation to preserve continuity of service, maintain regulatory compliance, and ensure the County’s emergency communication system remains effective and reliable.
The County Attorney’s Office has reviewed and approved the amendment and resolution as to both form and content.
The County Procurement Office has reviewed and approved the waiver request for extension of contract term beyond five (5) years, in accordance with County procurement policies.
This resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
Approval of this amendment will contribute to the performance measure by supporting the availability and accuracy of the County’s emergency communication systems.

COMMUNITY IMPACT:
Maintaining reliable E911 call routing helps ensure all communities, especially underserved areas, have access to timely emergency services. Accurate location-based routing supports consistent public safety responses and helps reduce delays that can impact vulnerable populations.
FISCAL IMPACT:
The term of this amended agreement is from June 1, 2025, through May 31, 2028, with an increase of $148,550.40 for a new not to exceed amount of $514,360.80. Funding in the amount of $148,550.40 is included in the ISD’s FY 2025-27 Recommended Budget and core service charges. Appropriations for future fiscal years will be included in future budget requests and service charges.
