BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided evenly among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 2 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to United Way of the Bay Area, and resulting grant agreement, in an amount not to exceed $35,629.93 to provide for 211 disaster preparedness & emergency response efforts in District 2. The County Executive’s Office will administer and manage the proposed agreement.
District 2 indicates that this organization has not previously received Measure K district-discretionary funding.
United Way of the Bay Area (UWBA) was established in 1922 and seeks to address the root causes of poverty through both advocacy and direct service programs to ensure that Bay Area residents’ basic needs are met. “211” is a statewide phone hotline that connects callers with specialists who can match them with resources, and United Way operates the Bay Area’s 211 program. 211 is available 24 hours a day, 7 days a week in over 200 languages.
With Measure K funds, grantee will provide direct outreach to District 2 residents calling the hotline, and complete emergency preparedness screenings for at least 310 (three hundred and ten) individual callers. Call Specialists will determine callers’ levels of preparedness, identify vulnerabilities, and tailor support systems. Care Coordinators will conduct 3 follow-up, over-the-phone appointments to ensure callers are connected to wrap-around resources, meaning this grant would fund 930 (nine hundred and thirty) total calls. UWBA’s 211 Program Director will create clear disaster communications procedures and protocols with the Department of Emergency Management and Thrive RISE (Resilient in Shared Emergencies), a network of county organizations active in disasters), which are specific to District 2. These procedures and protocols could be replicated or serve as a best practice across the county. UWBA will contract with Interface Children and Family Services (ICFS) under this grant to provide call handling, resource management and quality assurance for 211. There is a Memorandum of Understanding in place between UWBA and ICFS to support the 211 Public Safety Power Shutoff project, which is funded in partnership with Pacific Gas & Electric and Southern California Edison. The total contract with ICFS is for $960,000. The portion funded by this grant specifically funds services for District 2 of San Mateo County only ($18,500).
To identify referrals to the program, UWBA will build relationships with neighborhood associations and community-based organizations that serve District 2 residents to build on its existing list of main referral partners, including Samaritan House, Saint Vincent De Paul Society, YMCA Community Resource Center, San Francisco Peninsula Energy Services, National Asian American Coalition, and Mercy Housing California.
District 2 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K funding as follows:

EQUITY IMPACT:
211 plays a crucial role in enhancing emergency preparedness and communication for vulnerable residents in San Mateo County, where a significant portion of the population faces language and cultural barriers to accessing important public information. By providing call services in multiple languages, using culturally inclusive materials, and developing a prioritized referral system, this funding will reach populations including immigrants and low-income communities of color to increase their emergency preparedness.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2024-25 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Adopted Budget.
