B) The Director of the Human Services Agency or designee to prepare and execute agreements and amendments with One Workplace L. Ferrari, LLC for the purchase of furniture, fixtures, equipment, and related services for the South San Francisco North County Wellness Center managed by the Human Services Agency (HSA) in an amount not to exceed $1,692,258.

BACKGROUND:
The North County Wellness Center (WC) is a new construction building located in South San Francisco that will expand access to health and social services for communities in the area. The WC is strategically located near key transportation stations for easy accessibility to a “one stop” hub where residents can receive health care services through the health clinics and apply for public assistance programs through Human Services or Aging and Adult Services in a single location.
The Human Services Agency (HSA) will occupy the second floor of the North County Wellness Center, with staff from Children Family Services (CFS), Economic Self Sufficiency (ESS) and Employment Services (ES) departments. The space includes specialized family rooms for visits and meetings facilitated by child welfare social workers from CFS, interview spaces managed by ESS staff for residents interested in public assistance programs, and a resource center with a connected lecture space for residents to receive employment assistance and education from ES staff.
HSA is overseeing the procurement and installation of all furniture for the second floor of WC to ensure the space is fully functional, welcoming, and aligned with the needs of both staff and the community. This includes coordinating the selection, delivery, and set-up of all furnishings. HSA’s management of this process is intended to support a cohesive and efficient environment that enhances service delivery and promotes a positive experience for residents accessing services at the WC.
DISCUSSION:
Under this proposed agreement, One Workplace L. Ferrari, LLC (OWP), will provide and procure furnishing, fixtures, and equipment plans on behalf of HSA. The selected furniture for the WC will be acquired utilizing pricing and/or discounts established through Sourcewell cooperative agreement program and California Multiple Award Schedule (CMAS).
OWP, an authorized Steelcase dealer with sole distribution rights in Northern California, ensures access to manufacturer-backed pricing, standardized discount structures, and bundled services. Contracts such as Sourcewell Steelcase Contract #091423-STI and CMAS Workrite Contract #4-17-71-0129B are established through competitive solicitations with pricing deemed fair and reasonable, incorporating negotiated discounts, ceiling pricing, and compliance requirements. The Multiple Award Schedule program similarly uses a competitive process to award contracts to qualified vendors based on pricing, technical capability, and past performance, with pricing benchmarked against commercial practices and subject to ongoing compliance.
It is recommended that the President of this Board of Supervisors hereby authorize and waive the County’s formal procurement process and authorize the Director of the Human Services Agency or designee, in consultation with the County Attorney, to execute any and all agreements and amendments, and all associated documentation for the purchase of furniture, fixtures, equipment, and related services for the North County Wellness Center, second floor, managed by the Human Services Agency in an amount not to exceed $1,692,258.
The Sourcewell cooperative agreement program and CMAS agreement and solicitation/ selection process have been reviewed and approved by County Procurement as to form.
The resolution has been reviewed and approved by the County Attorney as to form.

COMMUNITY IMPACT:
The County of San Mateo is committed to ensuring access to quality health care and human services. This project provides access within service areas identified through demographic assessment as having the greatest need for improvement. The facility will provide a modern, welcoming environment in which residents may access integrated health, dental, optometry, and human services, supporting health outcomes and overall community well-being. Additionally, the North County Wellness Center will restore essential service capacity that was lost following the decommissioning of the former South San Francisco facility.
FISCAL IMPACT:
The term of this agreement is May 5, 2026 through December 4, 2027. The amount of the agreement is not to exceed $1,692,258. Budgetary appropriations for this agreement are in the FY25-26 Adopted Budget. There is no Net County Cost associated with this item.
