BACKGROUND:
On September 22, 2016, Resource Development Associates (RDA) was contracted to provide evaluation and assessment services, as well as technical assistance, to Mental Health Services Act (MHSA) Innovation (INN) Component pilot programs, in the amount of $100,000, for the term September 22, 2016 through June 30, 2018. MHSA INN regulations require counties to evaluate the effectiveness of the projects.
On May 22, 2018, your Board approved an amendment to the agreement with RDA to extend the term through June 30, 2019, increasing the amount by $95,860 to an amount not to exceed $195,860.
On May 2, 2019, the Chief of San Mateo County Health approved a second amendment to the agreement with RDA to allow for completion of the evaluation services and extended the term through December 31, 2019, increasing the amount by $25,000 to an amount not to exceed $220,860.
On February 28, 2019, Behavioral Health and Recovery Services (BHRS) released a Request for Proposals (RFP) for Evaluation and Technical Assistance Services. RDA responded and was selected to continue providing evaluation and technical assistance services for MHSA.
On September 24, 2019, your Board approved a third amendment to the agreement with RDA to continue providing evaluation services of the MHSA INN pilot programs, extend the term through June 30, 2022 and increase the amount by $290,000 to an amount not to exceed $510,860.
On May 5, 2020, your Board approved a fourth amendment to the agreement with RDA to provide BHRS Workforce Education and Training three-year planning technical assistance services and increase the amount by $35,000 to an amount not to exceed $545,860 with no change to the term of the agreement.
DISCUSSION:
BHRS is requesting to amend the agreement with RDA, increasing the maximum by $30,000 to an amount not to exceed $575,860, with no extension to the term of the agreement, to add data capacity and evaluation technical assistance services for the Coastside Multi-Cultural Wellness Program.
MHSA requires ongoing evaluation and reporting of all MHSA funded programs. The Coastside Multi-Cultural Wellness Program is a new funded program and the technical assistance provided by RDA will support the development of an evaluation plan that includes data collection tools, a database and annual reporting metrics.
Since FY 2016-17, RDA has provided annual evaluation reports for all MHSA Innovation projects including the San Mateo County Pride Center, the Health Ambassador Program for Youth and the Neurosequential Model of Therapeutics (NMT) in an Adult System of Care. The reports are shared annually with MHSA stakeholders, submitted to the State Department of Health Care Services and the Mental Health Services Oversight Commission, and have supported successful innovation extension requests and sustainability planning.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The amendment and resolution have been reviewed and approved by County Counsel as to form.
The County’s Contract Compliance Committee has approved a more than 3-year waiver request for this agreement.
It is anticipated that 100% of the MHSA evaluation, reporting and planning requirements will be completed by RDA.

FISCAL IMPACT:
The term of the amended agreement is September 15, 2016 through June 30, 2022. The amount of the contract is not to exceed $575,860. This amendment increases the contract amount by $30,000. Of the increase, $30,000 is included in the BHRS FY 2020-21 Adopted Budget. One hundred percent of the increase will be funded by MHSA Workforce Education and Training Program.
