BACKGROUND:

The annual Board Retreat provides an opportunity for the Board of Supervisors to reflect on the state of the county, identify shared priorities, and strengthen governance practices that support effective policymaking and collaboration. Advance materials are provided for supervisors to review and prepare for the Board Retreat in order to support strategic discussion.

 

DISCUSSION:

The Board Retreat preparation includes the following components:

                     Reflection Activity: A worksheet for supervisors to complete with the goal of better understand each other’s work styles (a personal “User Guide”) and foster productive conversations.

                     District Story: Supervisors are requested to have for sharing a story and/or photo from their district that represents some aspect of where the county is headed.

                     Draft Governance Handbook: Staff will present a preliminary draft Governance Handbook with governance guidelines, procedural expectations, and best practices intended to support Board effectiveness, continuity, and institutional knowledge. During the Board Retreat, Board members will have the opportunity to provide feedback on content, structure, and areas for further development for the draft Governance Handbook. 

                     1:1 Meetings with Facilitator: Facilitator will schedule time with each supervisor to discuss governance norms and challenges prior to Board Retreat.

Together, these components are intended to ensure the retreat is structured, productive, and aligned with the Board’s long-term governance goals.

 

 

COMMUNITY IMPACT:

A well-prepared and effectively facilitated retreat strengthens governance practices, improves coordination among Board members, and supports clearer priority-setting, ultimately enhancing the County’s ability to deliver responsive and effective services to the community.

 

FISCAL IMPACT:

There is no additional fiscal impact associated with receiving this informational item. Any retreat-related facilitation or materials costs are included within existing departmental budgets.
