Adopt a resolution authorizing an amendment to the agreement with the Mental Health Association of San Mateo County for additional housing and housing-related mental health services, rehabilitation services, and Flexible Fund administration, increasing the amount by $228,408 to an amount not to exceed $4,082,596, with no change to the term of the agreement.

BACKGROUND:
On June 7, 2016, your Board approved an agreement with the Mental Health Association of San Mateo County (MHA) for shelter, supported housing, other mental health rehabilitation services, and Flexible Funds administration, for the term July 1, 2016 through June 30, 2018, in an amount not to exceed $3,854,188.
DISCUSSION:
MHA provides rehabilitation services for seriously mentally ill (SMI) adults with co-occurring disorders, as well as emergency short-term housing at the Spring Street Emergency Shelter for homeless clients. MHA also provides Shelter Plus Care Project coordination, operates the Friendship Centers, and administers Flexible Funds for BHRS’ Adult and Older Adult Services, Total Wellness, Pathways, Consumer/Family Stipends, Lived Experience Scholarships, and Veterans Treatment Court. Lastly, MHA manages 30 units of high-quality housing for transition-age youth Full Service Partnership enrollees and operates an Integrated Full Service Partnership for tenants residing at the MHA-owned Cedar Street Apartments.
It is now necessary to amend this agreement to add the following: 1) a cost of living increase effective July 1, 2017; 2) Neurosequential Model Therapeutics Flex Funds for services, activities and therapeutic supplies not covered by Medi-Cal; 3) Service Connect Flex Funds for supported housing and mental health services; and 4) Waverly Place apartments that will provide much needed housing and support services for an additional 15 homeless individuals who have a serious mental illness.
The amendment and Resolution have been reviewed and approved by County Counsel as to form.
Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing transitional residential treatment and supported housing for SMI adults. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. It is anticipated that 89% of clients in supportive housing will not be hospitalized.

FISCAL IMPACT:
The term of the amended agreement is July 1, 2016 through June 30, 2018. The amount of the amended agreement is not to exceed $4,082,596; the amendment increases the contract amount by $228,408, which is included in the BHRS 2017-18 Adopted Budget. Of the increase, Federal Medi-Cal will fund $11,563, the Mental Health Services Act (MHSA) for Supportive Housing will fund $140,595, AB 109 will fund $30,000, and Net County Cost will fund $46,250.
