Adopt a resolution authorizing an agreement with MIG, Inc. to complete the County’s Rezoning Program, for the term July 1, 2025 through June 30, 2027, for a total amount not to exceed $578,507.

BACKGROUND:
On March 25, 2025, the San Mateo County Board of Supervisors adopted the 2023-2031 Housing Element of the County’s General Plan, in compliance with the requirements of State law, replacing the prior 2014-2022 Housing Element. As also required by State law, the Housing Element identifies properties available for development or redevelopment to meet the County’s share of regional housing need, and also identifies a number of sites proposed for rezoning to allow higher density residential development in order to address remaining shortfalls in the County’s share of housing need. The parcels proposed for rezoning are described in Housing Element Program HE 11.2, the “Rezoning Program,” which commits the County to undertake all necessary actions to rezone those parcels within roughly one year.
In addition to the Housing Element program and policies, completion of the Rezoning Program is required by State law. The California Department of Housing and Community Development has reviewed the County’s Housing Element, and determined that, once the Rezoning Program is completed in the manner described in the Housing Element, the County will be in full compliance with State law.
The Planning and Building Department (Department) circulated a request for proposals (RFP) (RFP number PLN25-0120, closed on February 28, 2025) seeking an experienced consultant or consultant team to assist in managing and completing the Rezoning Program, including all aspects of analysis, outreach, drafting, environmental review, and other requisite tasks. The Department received three proposals. After careful review by the RFP evaluation committee, the Department recommends the contract be awarded to MIG, Inc.
DISCUSSION:
The Department is seeking approval of a two-year agreement. MIG, Inc.’s scope of work is included in the attached contract. The proposed scope of work includes all necessary aspects of completion of the Rezoning Program, including associated environmental review and local adoption and Coastal Commission certification necessary for rezoning of identified Coastal Zone parcels. While the Department, in recognition of the urgency of achieving compliance with State law, seeks to complete the work within a one-year target period, an initial two-year term ensures sufficient time to address the possibility of the project extending beyond this period, particularly given the unpredictable length of Coastal Commission approvals.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The County Attorney’s Office has reviewed and approved the resolution and agreement as to form.
COMMUNITY IMPACT:
The Rezoning Program of the Housing Element is a key component of the Housing Element’s overall intent to increase housing availability, affordability, and accessibility for all County residents, with a specific focus on the equitable provision of housing resources for disadvantaged communities, including racial/ethnic minorities, lower-income residents, special needs communities, and other groups disproportionately impacted by the unavailability of affordable housing and housing designed for the particular needs of specific populations. The Rezoning Program in particular will increase the amount and diversity of housing available for County residents across income levels, household types, and geographies.
FISCAL IMPACT:
Sufficient appropriations for the agreement with MIG, Inc. are included in the Fiscal Year 2025-26 Recommended Budget. Completion of the Rezoning Program is required by State law and will maintain the County’s eligibility for various State grant programs contingent on a compliant Housing Element.
