Recommendation for the appointments of John Beiers and Fiorella Giantomaso to the Joint Powers Financing Authority’s governing board.

BACKGROUND:

The San Mateo County Joint Powers Financing Authority (the “Authority”) was formed by the County and the Community Development Commission of the County of San Mateo to provide for the joint exercise of powers given to a joint powers entity by State law, for the purpose of financing public capital improvements.

 

The Authority is administered by a governing board comprised of five members appointed by this Board of Supervisors of the County.

 

DISCUSSION:

There are two vacancies on the Authority’s governing board following the resignations of Thomas Casey and John Gemello.

 

John Beiers is the former County Attorney for San Mateo County and has prior experience participating on the Joint Powers Financing Authority. His extensive experience with the County of San Mateo finances, processes, and board workings, in addition to his analytical and legal skills equip him for this role. He is a resident of San Carlos and a Board Member of the San Mateo Credit Union Board of Directors.

 

Fiorella Giantomaso is Director of Capital Planning Stress Testing Treasury with Silicon Valley Bank and brings an extensive background in financial forecasting, management, and oversight. She is a Burlingame resident who is passionate about bringing the depth of financial experience in service to the County of San Mateo to directly contribute to the growth and prosperity of the community.

 

John Beiers and Fiorella Giantomaso are each recommended for appointment to the Authority’s governing board, to serve until resignation, death or appointment of a successor.
