Recommendation for appointments to the First 5 Commission, representing Public member:

 

A)                       Carla Boragno, for an initial full term ending December 31, 2026; and

 

B)                       Manufou Liaiga-Anoa’I, for an initial partial term ending December 31, 2024.

BACKGROUND:

The First 5 Commission consists of nine members (a) one member of the Board of Supervisors, (b) the director of the County of Health System, (c) the director of the County Human Services Agency, (d) the County Superintendent of Schools, and (e) five members appointed by the Board of Supervisors from among the following categories: recipients of project services included in the county strategic plan; educators specializing in early childhood development; representatives of a local child care resource or referral agency or a local child care coordinating group; representatives of a local organization for prevention of early intervention for families at risk; representatives of community-based organizations that have the goal of promoting nurturing and early childhood development; representatives of local school districts; and representatives of local medical, pediatric or obstetric associations or societies.         

                                                                                  

DISCUSSION:

Carla Boragno is being recommended for appointment to a seat formerly held by Rosanne Foust who has resigned effective at her term’s end date of December 31, 2023. Manufou Liaiga-Anoa’i is being recommended for appointment to a seat carrying an existing partial term ending December 31, 2024, formerly held by Alexis Becerra. Upon approval of these appointments, each 3-year term commences January 1, 2024.

 

Carla Boragno is a lifelong resident of San Mateo County.  She is passionate about giving to the community as she recently transitioned from a corporate career as Senior VP, Head of Global Engineering and Facilities Pharma Technical Operations, Genentech.  She was a former Chair of the Genentech Foundation, Co-Chair Housing Sub-Committee of Executive Committee Bay Area Council, and Board Director of Junior Achievement Northern California.

 

Carla Boragno is currently an active Board Member of Planned Parenthood Advocates Mar Monte, a member of the International Women’s Forum, and is on the Advisory Board for Power Speaking, Inc.  She believes that every child should have the opportunity for an environment that supports all aspects of their well-being so that they can reach their full potential.

 

Manufou Liaiga-Anoa’i is a huge proponent of access for all to quality early education.  She is currently a Founder and Program Director of Camp Unity - Polynesian Pacific Islander Enrichment Program, Board Member of Junipero Serra High School Board of Regents, Board Member of Pacific Islander Maternal Advisory Board Bay Area, Board Member of Asian Pacific American Institute for Congressional (APAICS), Member of City of Daly City Personnel Board, and Co-Chair of State Superintendent of Public Instruction Closing the Achievement Gap and Inclusion Task Force and involved in the San Mateo County Equity Initiative Committee.

 

Manufou Liaiga-Anoa’i is a former Health & Nutrition Services Manager of Izzi Early Education, past Commissioner & VP for San Mateo County Commission on the Status of Women, and San Mateo County Women’s Hall of Fame Inductee (2022). She is a mother of a child with special needs and knows the importance of having solid resources available to the community for young children and their families. She is a passionate advocate of the work that serves marginalized and underrepresented communities throughout the Bay Area.

 

Both individuals were presented to the First 5 SMC Commission and approved at the December 11, 2023 Commission Meeting.
