Adopt a resolution authorizing the Director of the Human Services Agency, or designee, to apply for and accept the allocation award from the Department of Housing and Community Development funds for the Transitional Housing Program in the amount of $51,200.

BACKGROUND:
Pursuant to item 2240-102-0001 of Section 2.00 of the Budget Act of 2020 (Chapter 6 of the Statutes of 2020) and Chapter 11.7 (commencing with Section 50807) of Part 2 of Division 31 of the Health and Safety Code, the Department of Housing and Community Development (HCD) has allocated $8 million in funding to counties for housing stability to help young adults 18 to 25 years secure and maintain housing, with priority given to young adults formerly in the foster care or probation systems.
Funds are to be used to help young adults who are 18 to 25 years of age secure and maintain housing. Use of funds may include, but are not limited to: identifying and assisting with housing services for this population in the community, assisting this population to secure and maintain housing (with priority given to those formerly in the foster care or probation system), improving coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care, and providing engagement in outreach and targeting to serve those with the most severe needs.
On July 27, 2020, the San Mateo County Human Services Agency (HSA) was notified by HCD that it intends to allocate $51,200 of those funds to San Mateo County for its transitional housing program to meet this stated purpose.
In order to accept the funding allocation, the County must submit a signed allocation acceptance form and signed resolution from this Board to the HCD no later than 5:00 p.m. on Thursday, November 12, 2020.
DISCUSSION:
HSA recommends authorizing the Director, or designee, to apply for and accept funds for the HCD to help young adults who are 18 to 25 secure and maintain housing. HSA will submit an annual report to the Department for the three years following distribution of funds addressing the following: How many people were served, what the funds used for, who were the housing navigator(s), how many people served were in foster care, and how many people served were in probation system.
The resolution has been reviewed and approved by County Counsel as to form.
FISCAL IMPACT:
Allocation of these funds have been included in the FY2020-21 Adopted Budget and will be including in future budgets. There is no net County cost.
