BACKGROUND:

The Information Services Department (ISD) provides technology services to County departments and external agencies, including support of enterprise infrastructure which delivers network, cybersecurity, data center, public safety radio, servers, and applications services. To maintain high availability of technology infrastructure and optimal performance ISD regularly replaces, upgrades, and enhances critical components used in the County’s technology operations.

 

DISCUSSION:

In FY 2024-25, staff from ISD collaborated with the County Executive’s Office and Controller’s Office to create new technology replacement internal service charges and trust funds. These trust funds will enable replacement, upgrades, and enhancements to the County’s technology infrastructure which was previously maintained using annual Measure K half-cent general sales tax appropriations allocated to ISD.

 

The new technology replacement service charge model will provide on-going source of revenue to upkeep the County’s heavily used enterprise technology infrastructure which benefits all County Departments and residents accessing County services. Furthermore, County Departments may be able to claim depreciation costs from external funding sources to defray enterprise technology replacement costs from the County’s General Fund.

 

The County Attorney’s Office has reviewed and approved the ATR as to form.

 

FISCAL IMPACT:

Funding in the amount of $4,055,399 for this ATR in FY 2024-25 will come from Non-Departmental Services, Information Services Department’s Radio Services, and Server Services, and monthly replacement charges to County Departments.
