BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.

 

On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 5 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.  

PROJECT SUMMARY:

This is a request to authorize a grant to LEMO Foundation in partnership with Sophie Scholars Program, and resulting grant agreement in an amount not to exceed $5,000 to provide for piloting a high performance education based program during Summer 2018 for students in grades 5-8 and funding tool kits for participating students. The County Manager’s Office will administer and manage the proposed agreement. 

The goal of the LEMO Foundation is that every participant in LEMO gain a college education, develop life skills to be self-reliant, and give back through community service.  LEMO supports selected at-risk student-athletes from the local community with academic support, life skills development and athletic training year-round by:

                     Providing academic resources and equipment for participating youth

                     Enhancing community partnerships by providing leadership and mentor training to other area community organizations

                     LEMO also utilizes a program coordinator to develop, maintain and conduct program assessment.

LEMO plans on accomplishing the above goals by assessing learning differences or special needs by providing one-on-one tutoring.  Secondly, there will be goal setting and monthly meetings to discuss grades, testing, and class behavior.  Finally, a quiet and safe study environment at the LEMO Academic Resource Center will be provided.  

The Measure K grant funds will be utilized as follows:

                     Student Tool Kits are based off 50 new students attending the summer pilot

o                     Student “Tool Kit” (backpacks) = $1,000

o                     Student Materials (e.g. pencils, notebooks, uniforms (t-shirt), rulers, pencil sharpeners and earphones) = $1,000

o                     4 iPads (will be used in groups in order to capture daily intentions and reflections via their digital measurement, evaluation and analytics platform) = $3,000

Other donations will be from the following organizations:

                     Wells Fargo

                     Sheriff’s Activities League

                     Cargill

                     Hefferman Insurance

                     Private donors

Total Measure K Request: Not to Exceed $5,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2017-18 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the LEMO Foundation contributes to the Shared Vision 2025 outcome of a prosperous community by encouraging students to gain a college education, develop life skills to be self-reliant and give back through community service. 

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
