Adopt a resolution authorizing an amendment to the grant agreement with California Department of Public Health Sexually Transmitted Disease (STD) Control Branch for STD program management and collaboration projects, increasing the amount by $361,580 to an amount not to exceed $1,280,243 with no change to the contract term of July 1, 2019, through June 30, 2024.

BACKGROUND:
California Department of Public Health (CDPH) Sexually Transmitted Disease (STD) surveillance data indicate that over the past five years, there have been continued increases in infectious syphilis, congenital syphilis, gonorrhea, and chlamydia trachomatis infection across the State. The purpose of this grant is to implement public health activities to monitor, investigate, and prevent STDs in collaboration with community-based organizations within San Mateo County. Funding allocated to San Mateo County shall be used to conduct routine, universal testing for gonorrhea and chlamydia among people who are incarcerated in county juvenile correctional facilities; and to conduct or ensure the provision of routine, universal testing for syphilis among people who are incarcerated in county jails with a positivity of 2% or more.
On June 23, 2020, your Board approved the acceptance of an award from CDPH STD Control Branch for STD program management and collaboration projects, for the term of July 1, 2019, through June 30, 2024, in an amount not to exceed $848,850.
On June 17, 2022, your Board approved an additional allocation of $69,813 from CDPH STD Control Branch to the grant agreement due to the passage of the 2021 State Budget Act, increasing the not to exceed amount to $918,663.
DISCUSSION:
CDPH STD Control Branch allocated an additional increase for FY 2022-23 by $180,790 and FY 2023-24 by $180,790 to the grant agreement, increasing the amount by $361,580 to an amount not to exceed $1,280,243.
Funding from this award will be used to offset the cost of 0.17 FTE Registered Nurse (RN) with the Correctional Health division who will provide routine, universal opt-out urine gonorrhea and chlamydia screening for all incarcerated individuals. The RN will also provide routine, universal opt-out syphilis screening to females of child-bearing age; 18-45 years old. Funding from this award will also be used to offset the cost of testing.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
It is anticipated that approximately 4,700 STD tests will be completed and followed up with annually using the funds in this agreement for FY 2022-23.

FISCAL IMPACT:
The term of the amended agreement is July 1, 2019, through June 30, 2024. This amendment increases the agreement amount by $361,580 to an amount not to exceed $1,280,243 for the five-year term. Funds in the amount of $350,560 are included in the PHPP FY 2022-23 and Adopted Budget. Funds in the amount of $350,560 will be included in FY 2023-24 Recommended Budget. Since the County is receiving these funds and no matching funds are required, there is no Net County Cost associated with this agreement.
