BACKGROUND:

On November 3, 2023, the San Mateo County Executive’s Office (CEO) released the Measure K Notice of Funding Opportunity for interested applicants to submit proposals to provide services in San Mateo County that target three priority areas: housing and homelessness; emergency preparedness; and children, families, and seniors.

 

LifeMoves submitted a proposal to request funding for LifeMoves’ overflow shelter program (OSP) operations. Following an evaluation process conducted by the CEO, LifeMoves was recommended by the CEO to be awarded Measure K funds.

 

The OSP will provide emergency shelter and housing-focused case management to eligible families when family shelters are at capacity. Eligible families inc lude families experiencing unsheltered homelessness who have no other means of securing housing and who are requesting shelter, have been deemed eligible, and have been referred by the Diversion and Coordinated Entry System. If needed, OSP services will also be available to families and/or individuals impacted by a disaster event, i.e. fire, flood, or displacement due to a natural disaster. 

 

DISCUSSION:

HSA is requesting the Board authorize an agreement with LifeMoves to provide overflow homeless shelter services for the term of March 14, 2025 through June 30, 2027. Once executed, this agreement will replace the current contract with LifeMoves for homeless services for FY 2020-25. OSP will provide each household with intensive housing-focused case management, connections to supportive services, and assistance with developing a case plan at the beginning of their program stay that includes income, employment, housing, and addressing other barriers to secure permanent housing.

 

Families may be referred to another family shelter unit when available and will bring their case plans to their new shelter to continue their progress towards their housing goals. In other cases, families may exit OSP directly to housing.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligation by a maximum of $25,000 for each agreement (in the aggregate).

The County Attorney has reviewed and approved the agreement and resolution as to form.

The OSP will provide a maximum of 20 hotel units for OSP family placements at a given time and 1 unit for case management. Additional units may be utilized in the case of a natural disaster or other emergency event, depending on budget availability.

EQUITY IMPACT:

The allocation of Measure K funds to support the Overflow Shelter Program will help advance equity in San Mateo County by addressing the urgent needs of unhoused families. The OSP will provide a safe and supportive environment for families living on the streets or in their vehicles, helping them transition to stability and reducing trauma, particularly for children.

 

By assisting a vulnerable and underserved community, many of whom are undocumented, women, and people of color, the OSP will help address systemic inequities and barriers to housing. It is a step forward to fostering inclusivity and ensuring all residents have access to safe living conditions that a shelter provides.

 

FISCAL IMPACT:

The term of this agreement is March 14, 2025 through June 30, 2027, for a total obligation amount not to exceed $6,603,300. Of the agreement amount, the entire amount, $6,603,300 is funded through Measure K sales and use tax. Budgetary appropriation for this agreement is included in the FY 2024-25 Adopted Budget and will be included in all subsequent budgets that are affected by this agreement. There is no Net County Cost associated with this agreement.
