Adopt a resolution authorizing an amendment to the agreement with Kenton Fong, MD to provide specialty plastic surgery services, increasing the amount by $30,000 to a new maximum amount not to exceed $570,000.

BACKGROUND:
On October 18, 2016, your Board approved an agreement with Kenton Fong, MD, to provide specialty plastic surgery services under the general direction of the Medical Director of Surgery at San Mateo Medical Center (SMMC). Dr. Fong also agreed to provide additional clinics, surgery and call services for the patients who had previously been seen by Dr. Larry Fan who resigned in September 2016.
DISCUSSION:
SMMC originally underestimated the volume of additional services and the corresponding costs under Dr. Fong’s contract. Therefore, SMMC is requesting your Board increase the not to exceed amount to pay for these additional services.
The amendment and Resolution have been reviewed and approved by County Counsel as to form.
The amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing access to non-cosmetic plastic surgery services to County residents. It is anticipated that all plastic surgery services provided will adhere to the infection control standards as defined by the Joint Commission and Title XXII of the State of California, Code of Regulations to reduce the risk of infections 100% of the time.

FISCAL IMPACT:
The term of the agreement is September 1, 2016 through August 31, 2018. The amount of the agreement is not to exceed $570,000. The amendment increases the contract amount by $30,000. Funds in the amount of $30,000 are included in the SMMC FY 2018-19 Adopted Budget.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care are covered by the County’s General Fund contribution to SMMC, and are within the existing annual appropriation.
