BACKGROUND:

The California Department of Transportation (Caltrans) Sustainable Transportation Planning Grant Program under the Climate Adaptation Planning category is intended to support local and regional identification of transportation-related climate vulnerabilities through the development of climate adaptation plans as well as project-level adaptation planning to identify adaptation projects and strategies for transportation infrastructure.

 

The County of San Mateo (County) has been conditionally approved to receive a Sustainable Transportation Planning Grant in the amount of $515,000 to be spent within two years of award. The grant funds will be leveraged by the County’s Department of Public Works (Department) and will support the San Mateo County Transportation Infrastructure and Resilience Improvement Plan (Plan). The Plan will enhance transportation infrastructure by addressing climate vulnerabilities by engaging with residents and businesses, including people experiencing poverty and communities that include people with lower incomes, to identify, prioritize, and plan improvements for local roads and public transit.

 

The funding will be used to assist in identifying vulnerable locations on our roadways. This effort will build on existing County initiatives, including collaboration with the Department of Emergency Management (DEM) and the San Mateo County All Hazards Emergency Evacuation Plan currently in development by DEM. The Plan will identify key County-maintained roadways and conduct preliminary reviews and analyses of existing conditions. The top five highest priority roadways will be identified, and 30 percent design work will be completed based on recommendations for increased resiliency. Future design and construction work are not included in this phase. Additional funding will be sought to complete these efforts.

 

DISCUSSION:

Caltrans requires that a local resolution be provided to Caltrans prior to entering into a Sustainable Transportation Planning Grant Restricted Grant Agreement (Restricted Grant Agreement) for the Sustainable Transportation Planning Grants Program as a condition of grant acceptance. The local resolution executed by the County must: 1) state the title of the project; 2) state the job title of the person authorized to enter into an agreement with Caltrans on behalf of the applicant; 3) not be more than one year old; and 4) be executed by the grant applicant’s governing board.

 

The Restricted Grant Agreement must be executed by the County and Caltrans before funds can be reimbursed through the Sustainable Transportation Planning Grant Program. A sample Restricted Grant Agreement is included as Exhibit A, which will be modified by Caltrans upon receipt of a fully executed copy of the proposed resolution.

 

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.

 

FISCAL IMPACT:

The total estimated cost is $581,724. The Plan is proposed to be financed as follows:

 

 

Funding through this Plan will be primarily through the Caltrans Sustainable Transportation Planning Grants Program. The Plan will initially be financed by the Road Fund as the Caltrans Sustainable Transportation Planning Grants Program funds are received on a reimbursable basis.

 

There is no impact to the General Fund.
