Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements for the Bunker Hill Drive and Avenue Alhambra Safe Routes to Schools Pedestrian Improvements Project - San Mateo Highlands and El Granada areas; and
B) Authorizing the Director of Public Works to call for sealed proposals to be received by Thursday, March 23, 2023 at 2:30 p.m., in the office of the County Executive/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
The Highway Safety Improvement Program (HSIP) is a core federal-aid program to States for the purpose of achieving a significant reduction in fatalities and serious injuries on all public roads. The California Department of Transportation (Caltrans) Division of Local Assistance manages California's local agency share of HSIP funds. California's Local HSIP focuses on infrastructure projects with nationally recognized crash reduction factors (CRFs). Local HSIP projects must be identified on the basis of crash experience, crash potential, crash rate, or other data-supported means.
The County of San Mateo applied for and was awarded HSIP Cycle 10 funding in the amount of $246,500 ($37,000 for the design phase and $209,500 for the construction phase) for a Safe Routes to Schools project.
The Bunker Hill Drive and Avenue Alhambra Safe Routes to Schools Pedestrian Improvements Project (Project) includes work on Bunker Hill Drive in the San Mateo Highlands area and Avenue Alhambra in the El Granada area. The Department has completed the plans and specifications for the Project, obtained Caltrans’ approval of the bid documents pursuant to the funding requirements, and is ready to call for bids.
DISCUSSION:
The Project includes installation of midblock crosswalks with curb extensions and standard accessible curb ramps that will increase visibility and shorten pedestrian crossing distances and serve as traffic calming features to slow traffic. A midblock crosswalk will be installed on Bunker Hill Drive at the Highlands Elementary School in the San Mateo Highlands area and on Avenue Alhambra at Wilkinson Elementary School in the El Granada area.
County Attorney has reviewed and approved the resolution as to form.
FISCAL IMPACT:
The estimated construction cost of the Project is $170,000. Funding for this Project is primarily comprised of HSIP Program Funds. The Project will initially be financed by the Road Fund as the HSIP Funds are received on a reimbursable basis.
The total HSIP grant funding amount is $246,500, with $37,000 for design phase and $209,500 for construction phase ($170,000 for project construction and $39,500 for construction inspection). There are no local matching funds required for this HSIP grant.
There is no impact to the General Fund.
