BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. Districts 1 and 2 have submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.  Districts 1 and 2 indicate that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General.  Districts 1 and 2 indicate that the sponsoring Board members, members’ family, and members’ supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization. 

PROJECT SUMMARY:

This is a request to authorize a grant to Silicon Valley Community Foundation, and resulting grant agreement, in an amount not to exceed $60,000, to develop a collective action plan to improve access, equity, and quality of the San Mateo County childcare system. The County Executive’s Office will administer and manage the proposed agreement.

 

Districts One and Two indicate that this organization has not previously received Measure K district-discretionary funding.

 

This district-discretionary grant will be used to fund the following project or services:

 

The grantee will launch a process, including hiring a project manager and a consultant, to develop the San Mateo County Childcare Blueprint. This blueprint will create a coordinated, multi-sector approach to improve access, equity, and quality of the San Mateo County childcare system and supply. The plan will generate a clear, actionable path forward, enabling the efficient and effective deployment of public and private resources, while prioritizing sustainable, system-wide changes that improve long-term outcomes for children, families, and communities.

 

The blueprint will detail plans for facilities, workforce development, and improved access to high quality and comprehensive childcare within a mixed-delivery system, including cost modeling and fiscal mapping of childcare funding within the County. Working with the key players in our local childcare system and informed by the goals and plans identified in the blueprint, the grantee will then work with partners to plan for and initiate implementation of the blueprint. The grantee will coordinate the San Mateo County Children’s Collective throughout this process.

 

This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: Communities and providers have consistently identified the need for a comprehensive and coordinated county-wide childcare plan; without one, communities are often working in silos, without enough resources and a lack of alignment. Bringing communities together to create a comprehensive plan with shared, measurable goals will enable stakeholders to advocate collectively for, and coordinate public/private resources to, one action-oriented blueprint, while strategically linking efforts and services.

 

Districts 1 and 2 have informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward.

 

The total budget for the project is $588,250. The grantee organization will use the $60,000 Measure K grant as follows:

The project or services funded by this district-discretionary grant will be implemented or provided starting in December 2024 and is estimated to be completed by December 2026.

 

The following other community organizations are involved in or contributing funds to this project/these services, as follows:  Current named partners include Silicon Valley Community Foundation, County of San Mateo, San Mateo County Office of Education, Child Care Planning Council, 4Cs of San Mateo County, Build Up San Mateo County, First 5 San Mateo County, The Big Lift, San Mateo Family Child Care Organization, Community Equity Collaborative, SAMCEDA, Chamber of San Mateo County, Peninsula Family Service, Izzi Early Education, and Footsteps Child Care.

 

Total Measure K Request: Not to Exceed $60,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2024-25 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Adopted Budget.
