Recommendation for the following appointments to the Midcoast Community Council (MCC), each representing the Midcoast for an initial partial term ending December 31, 2028:

 

A)                     Antonio Conte; and

 

B)                     David Santoro.

BACKGROUND:

The Midcoast Community Council (MCC) advises the San Mateo County Board of Supervisors on matters including, but not limited to, public health, safety, welfare, public works and planning which affect the unincorporated Midcoast communities of Montara, Moss Beach, El Granada, Princeton, and Miramar.

 

Pursuant to its establishing Resolution, which the Board of Supervisors adopted in 1991, members of the MCC are elected by the registered voters of certain election precincts on the Midcoast. While the establishing Resolution does not speak to the manner in which vacancies are to be filled, the practice since 1998 has been for the MCC to recommend persons for appointment and for action to be taken by the Board of Supervisors to make the appointments.

 

DISCUSSION:

There are presently two vacant seats on the MCC. At its February 25, 2026 meeting, the MCC considered seven (7) applications and interviewed candidates. The MCC recommended that Antonio Conte and David Santoro each be appointed to serve an existing partial term for seats vacated by Chris Rogers and Kevin Sniecinski, whose seats carry existing terms expiring December 31, 2028. These appointments’ terms each take effect upon approval of this memorandum through December 31, 2028.

 

Antonio Conte is a Midcoast resident of Moss Beach. A proud Bay Area native, he grew up in San Carlos, where his parents still reside today after spending their own childhoods in Millbrae and Pacifica. With deep multigenerational roots in the region, Antonio attended local Bay Area schools and has remained closely connected to the communities that helped shape his values. His family has long been devoted fans of the San Francisco 49ers, holding season tickets for more than 40 years. That same sense of loyalty and pride extends to the communities they call home.

 

Today, Antonio lives in Moss Beach with his wife and their two children. Together, they share a strong commitment to preserving and strengthening the unique character of the Midcoast. Community involvement has long been an important part of his life. For many years, Antonio has volunteered in Children’s Ministry at Central Peninsula Church and Mariners Church, supporting local families and youth.

 

Antonio and his wife also serve together as Commodores at the Half Moon Bay Yacht Club, where he has had the honor of contributing as a member of the Board of Directors. To him, community is more than simply a place to live, it is a shared commitment to looking out for one another and working together to care for the place everyone values. Antonio believes strongly in listening to neighbors, supporting local organizations, and helping ensure that all voices on the Coastside are heard. A key priority for him is uplifting and advocating for vulnerable members of the community so that every resident has the opportunity to be represented and supported.

 

Professionally, Antonio Conte’s background includes operations and facilities management, parks and recreation, and small-business ownership. Entrepreneurship runs deep in the Conte family, and those values of hard work, adaptability, and accountability continue to guide his approach to service and leadership. Rooted in the Bay Area and grateful to be raising his family on the Coastside, Antonio is committed to working with neighbors and community partners to help ensure the Midcoast remains a place where people, families, and local traditions can thrive.

 

David Santoro is a Midcoast resident of El Granada, where he has lived for the past three years. He brings more than three decades of experience in the transportation industry, including work in the freight railroad sector and in public transportation.

 

David currently serves in a leadership role with the San Mateo County Transit District, where he works on operations, safety programs, and strategic initiatives that support regional mobility and public transportation services across San Mateo County and the broader Bay Area. His work focuses on improving safety, strengthening operational performance, and supporting reliable transportation services for the communities the system serves.

 

David Santoro is also actively involved in community preparedness and resilience efforts on the Coastside. He volunteers with the Coastside Community Emergency Response Team (CERT) and supports neighborhood emergency readiness initiatives in El Granada aimed at strengthening communication, coordination, and preparedness among residents and first responders.

 

Approval of these appointments continue to show the collaborative relationship between the San Mateo County Board of Supervisors and the Midcoast Community Council.
