BACKGROUND:

Every four years, this Board of Supervisors, acting as the Governing Board for the Area Agency on Aging (AAA) for the County of San Mateo, reviews and approves an Area Plan for the County’s submission to the California Department of Aging (CDA). The Area Plan provides a profile of the County’s older adult population, identifies goals for addressing the needs of older adults, adults with disabilities, and family caregivers, and recommends that services be funded with San Mateo County’s Older Americans Act federal funds (OAA).

 

On May 7, 2024, this Board executed MOU (#AAA-2425-08) with CDA for the term of July 1, 2024 through June 30, 2029 to administer OAA programs for San Mateo County.

 

In March 2026, the AAA, a unit of Aging and Disability Services (ADS), issued two Request for Proposals (RFP) for the provision of OAA services to older adults, adults with disabilities, and family caregivers for the term of July 1, 2026 through June 30, 2030.

 

DISCUSSION:

OAA funding allows ADS to contract with community agencies to implement programs that achieve the Area Plan’s objectives. This funding agreement with CDA allows the County to accept OAA funds to support these programs.  The services to be funded include the following Title III and VII OAA services: Information and Assistance, Adult Day Care, Adult Day Health Care, Senior Center Activities, Disease Prevention and

Health Promotion, Assisted Transportation/Transportation, Congregate Nutrition, Home Delivered Meals, Family Caregiver Support, Legal Services, and Long-Term Care Ombudsman services.

 

The RFP Evaluation Committee is currently in the process of reviewing and recommending providers for the aforementioned services to begin on July 1, 2026.  In previous years, similar programs have served an average of 25,000 clients annually, helping at-risk individuals remain in the most independent setting possible.

 

The resolution has been reviewed and approved by the County Attorney as to form, and all agreements will be approved by the County Attorney as to form.

 

It is anticipated that OAA-funded programs will serve 27,094 unduplicated older adults in FY 2026-27. The 2.7% growth between FY 2025-26 and FY 2026-27 is based on CDA’s projected growth of older adults age 60 and up in San Mateo County.

COMMUNITY IMPACT:

CDA allocates Area Plan funds annually to support the County’s work to improve access to services, promote aging in place, provide advocacy to residents in long-term care settings, strengthen family caregiver support, and reduce isolation for residents age 60 and older. Based on 2026 demographic data from CDA, 204,756 adults age 60 or older live in San Mateo County: 63% identify as racial minorities (40% as Asian, Other Pacific Islander, 17% as Hispanic or Latino, 2% as Black or African American, 4% as Other); 9% are low income; 15% are Medi-Cal eligible; and 16% live alone.

 

FISCAL IMPACT:

OAA funds are included in the ADS FY 2026-27 Recommended Budget. There is no Net County Cost associated with accepting these funds.
