BACKGROUND:

In January 2021, the Sheriff’s Office engaged in a $1.00 proof of concept project with C3 AI to develop a software aggregation platform that consolidates data from four core records systems into a single “pane of glass” software application. Upon successful completion of the project in April 2021, the Sheriff’s Office entered into a 5-year implementation and expansion agreement with C3 AI for $500,000 annually for 5 years ($2,500,000 total). The C3 AI Law Enforcement system went live in the Sheriff’s Office in March 2022.

 

Daly City Police Department onboarded as a second pilot agency to jointly test C3 AI’s ability to effectively ingest and manage multiple-agency data sharing and security controls and develop additional features. The Sheriff’s Office and Daly City Police Department successfully completed the no-cost pilot in October 2023.

 

In September 2023, Daly City Police Department and the Sheriff’s Office were separately awarded funding via the Board of State and Community Corrections Organized Retail Theft Prevention Grant (ORT Grant). The primary objectives of the grant are to fund law enforcement agency initiatives to address organized retail theft, vehicle and vehicle accessory theft, and cargo theft. Both Daly City Police Department and the Sheriff’s Office included scope and funding to expand the C3 AI Law Enforcement application to several of the local law enforcement agencies in San Mateo County.

 

DISCUSSION:

This agreement expands the Sheriff’s Office’s C3 AI Law Enforcement platform to the following police departments as outlined in the awarded ORT grant scope: Atherton, Belmont, Brisbane, Broadmoor, Burlingame, Colma, East Palo Alto, Foster City, Menlo Park, Pacifica, Redwood City, and South San Francisco. (Daly City Police Department will fund implementation of the C3 AI Law Enforcement platform for their agency, as well as for the San Bruno and San Mateo Police Departments.) The agreement includes licensing for three years, integration with four core systems for each agency, and training and onboarding services. Further, it includes scope for additional third-party system integrations and new features targeted to support addressing the goals and performance measures of the ORT Grant, as well as fixed pricing options for agencies to renew licensing for up to an additional five years after the grant term.

 

All agencies will share and participate in the Sheriff’s Office’s custom version of the application, which is hosted on the Sheriff’s Office secure government cloud account.

 

The Sheriff’s Office is requesting a waiver of the request for proposal process for this agreement because C3 AI built and customized this platform for the San Mateo County Sheriff’s Office. The product and services are proprietary, only available from C3 AI, and are a continuation of an ongoing service.

 

The County Attorney has reviewed and approved the resolution and agreement as to form.

 

FISCAL IMPACT:

The agreement with C3 AI is for an amount not to exceed $9,385,000 and for the term of January 23, 2024 through January 22, 2027. Funding for this agreement is provided by the California Board of State and Community Corrections Organized Retail Theft Grant Program that the Sheriff’s Office received in October 2023. There will be no Net County Cost associated with this agreement.
