Adopt a resolution authorizing the Chief of San Mateo County Health, or the Chief’s designee, to further amend “Great Plates Delivered” program agreements with 19 of the participating restaurants to increase the maximum amount payable for an aggregate amount not to exceed $12,960,486 for the 19 agreements, and extending their terms through December 31, 2020.

body

BACKGROUND:

On April 24, 2020, Governor Gavin Newsom announced the launch of the Great Plates Delivered program, a meal delivery service for California’s older adults. The Great Plates Delivered program serves two purposes: 1) Help seniors and other adults at high risk from COVID-19 stay home and stay healthy by delivering three nutritious meals a day, and 2) Provide essential economic stimulus to local businesses struggling to stay afloat during the COVID-19 crisis. The local share of cost is 6.25% and the remaining 93.25% of program costs are reimbursed by the Federal and State governments through the Federal Emergency Management Agency’s (FEMA) Public Assistance program. The Great Plates Delivered program is authorized in 30-day increments and is currently approved to run through October 9, 2020.

To ease the transition at the end of the program for both meal recipients and restaurants, the County has agreed to pay the full cost of the program (including the Federal and State shares) to provide meal service through the end of the month in which FEMA support terminates.

Between May 9, 2020 and September 24, 2020 in San Mateo County, the Great Plates Delivered program provided 592,326 meals to older adults and added $13,031,172 to the local restaurant economy. As of September 24, 2020, there were 68 restaurants actively participating in the Great Plates Delivered program, serving 2,804 participants.

DISCUSSION:

Pursuant to Government Code section 25502.7, the Board of Supervisors adopted Resolution 077305 on March 24, 2020, which authorizes the County Manager or the County Manager’s designee, to engage independent contractors for up to $500,000 to perform services for the County related to the COVID-19 local emergency. The County Manager designated County Health to administer the Great Plates Delivered program in San Mateo County.

To maintain a continuity of service and to most expeditiously administer the program, County Health requests that your Board authorize the Chief of County Health or the Chief’s designee to prepare and execute amendments to the Great Plates Delivered program agreements with the following nineteen (19) vendors for a total amount not to exceed $12,960,486, with each agreement not to exceed the amounts indicated: IVSF Catering ($1,021,416); Red Rooster Catering Inc. ($978,582); Nourish Inc., ($939,642); The Green Enchilada, Inc. ($1,018,578); Sam’s Café ($675,510); Beyond the Border ($668,580); Hana’s Café ($657,756); Gilman Brewing Company ($648,054); Marvin Gardens Food Group Inc. ($637,560); Hula Hoops ($636,438); Grand Palace Restaurant ($632,214); FPYG Inc.($625,614); Redwood Catering Food Group Inc.($602,910); Club Maharlika Filipino ($597,102); Flights Restaurant by Alex Hult ($543,642); L’Amour de KC ($542,784); Pho de Nguyen ($523,908); Fung Wong Restaurant Inc. ($506,550); and Nob Hill Catering ($503,646). Securing funding agreements through the end of the calendar year (contingent on FEMA’s continuation of the program) will permit the County to make timely payments to participating restaurants when invoices are received.

The resolution has been reviewed and approved by County Counsel as to form.

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

If the Great Plates Delivered program is continued through the end of the 2020-2021 fiscal year (i.e., through June 30, 2021), it is anticipated that the program will provide 2,327,832 meals to San Mateo County participants.
