Measure K: Adopt a resolution:
A) Adopting plans and specifications, including conformance with prevailing wage scale requirements for the Junipero Serra Park Paving Project; and
B) Authorizing the Director of Public Works to call for sealed proposals to be received by Thursday, July 9, 2026 at 2:00 p.m., in the office of the County Executive/Clerk of the Board of Supervisors; and
C) Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:
Junipero Serra Park (Park) is a 103-acre County-owned and operated park located in the City of San Bruno. The Park offers a range of recreational opportunities, including hiking, picnicking, and play areas, as well as panoramic views of the San Francisco Bay. Visitors are drawn to the Park’s oak woodlands, seasonal wildflowers, El Zanjon Creek, and the peaceful natural setting within an otherwise urbanized area.
The Park’s existing paved access road and parking areas are exhibiting light to moderate deterioration and are in need of preventive maintenance and rehabilitation. Improvements are necessary to preserve dependable access to the Park for visitors, staff, and emergency response vehicles, while extending the useful life of the existing infrastructure.
DISCUSSION:
San Mateo County Parks Department requested that the Department of Public Works (Department) prepare plans and specifications for the Junipero Serra Park Paving Project (Project). Due to limited funding, the Project has been structured with a base bid and bid alternatives to allow flexibility in implementing additional improvements depending on bid results and available funds. The base bid includes resurfacing deteriorated pavement along sections of the access road, slurry sealing parking lots, performing localized base failure repairs, and installing striping and pavement markings.
The Department has prepared the Project bid documents to include bid alternatives, which include similar scopes of work at different areas of the Park. Specifying bid alternatives allows the Department to evaluate Project costs for prioritized work and make recommendations for additional construction work to be included in the Project.
The County Attorney has reviewed and approved the resolution as to form.
COMMUNITY IMPACT:
The Department is committed to fostering equitable access to safe and reliable infrastructure for all residents and visitors. By improving the road pavement conditions in Junipero Serra County Park, the County ensures its infrastructure remains accessible and maintained for the community. This Project will help improve the experience for visitors at Junipero Serra County Park, further reflecting the County’s dedication to providing equitable and high-quality infrastructure.
FISCAL IMPACT:
Funding for this Project is provided by Measure K, which was previously appropriated for capital improvements in the FY 2025-2026 budget to support construction, construction management, engineering support, inspection services, County staff time and miscellaneous cost associated with Project delivery.
The estimated construction cost for the Base Bid and Bid Alternatives are shown below. Award of bid alternates will be dependent on bid results and available funding within the approved Project budget.
There is no impact on the General Fund.
