Adopt a resolution authorizing an amendment to the Master Salary Resolution 080517 to delete three positions, add five positions, set the salary range of ten classifications, reclassify one position, correct one special compensation provision, and add one special compensation; and accept the updated report of biweekly salaries by classification.

BACKGROUND:
On June 25, 2024, this Board adopted Master Salary Resolution 080517 which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.
DISCUSSION:
The salary resolution changes herein represent the:
• deletion of three positions;
• addition of five positions;
• setting of salary range for ten classifications;
• reclassification of one position;
• correction of one special compensation provision; and
• addition of one special compensation.
These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.
12000 COUNTY EXECUTIVE OFFICE
Action A: Add: One position of E029, Administrative Assistant I
Biweekly Salary: $3,086.40 - $3,858.40
Explanation: This is the addition of one Administrative Assistant I position to assist with ensuring assessment appeals are filed in a timely manner. This action represents an approximate monthly salary and benefits cost of $12,791. The total number of authorized positions is increased by one.
Action B: Set salary range of D245, Assistant Director of Procurement at $74.45 to $93.05 per hour.
Explanation: This action sets the salary range of the new classification approved by the Civil Service Commission. This salary setting action has no associated salary and benefits cost. There is no change in the total number of authorized positions.
25100 DISTRICT ATTORNEY’S OFFICE
Action A: Set: Salary of H035, District Attorney’s Inspector at $71.11 to $88.90 per hour.
Action B: Set: Salary of B026, District Attorney’s Inspector-Unclassified at $71.11 to $88.90 per hour.
Action C: Set: Salary of H100, Senior District Attorney’s Inspector at $78.29 to $97.88 per hour.
Explanation: These actions set the salary range of the District Attorney’s Inspector, District Attorney’s Inspector - Unclassified and Senior District Attorney’s Inspector classifications as per Memoranda of Understanding with Deputy Sheriff’s Association (DSA). These salary setting actions have no additional monthly salary and benefits cost other than what was projected as cost for annual salary increases upon approval of current contract. There is no change in the total number of authorized positions.
30000 SHERIFF’S OFFICE
Action A: Set: Salary of H061, Deputy Sheriff Trainee at $57.38 to $60.97 per hour.
Action B: Set: Salary of H060, Deputy Sheriff at $57.38 to $71.73 per hour.
Action C: Set: Salary of B014, Deputy Sheriff -Unclassified at $57.38 to $71.73 per hour.
Action D: Set: Salary of H058, Sheriff’s Correctional Officer at $48.77 to $60.97 per hour.
Action E: Set: Salary of H044, Sheriff’s Sergeant at $68.85 to $86.06 per hour.
Explanation: These actions set the salary range of the Deputy Sheriff, Deputy Sheriff - Unclassified, Deputy Sheriff-Trainee, Deputy Sheriff Trainee - Unclassified, Sheriff’s Correctional Officer and Sheriff’s Sergeant classifications as per Memorandum of Understanding with their respective unions. These salary setting actions have no additional monthly salary and benefits cost other than what was projected as cost for annual salary increases upon approval of current contract. There is no change in the total number of authorized positions.
Action F: Amend: Section 5 - Special Compensation, Sheriff’s Office, Item 1 of the Master Salary Resolution which provides for a 5.74% “floating” Criminal Records Technician allowance.
Explanation: This action amends this item of the Master Salary Resolution to also include Sheriff’s Criminal Records Technician III to the list of classification eligible for said differential. The amended item states that a “Any Sheriff’s Criminal Records Technician I, II and/or IIII who are selected and assigned in writing by the department to act as “floating” technician and therefore expected to rotate between the records office in Redwood City and multiple substations as needed for coverage, shall receive a 5.74 percent differential in addition to all other compensation. Such differential pay shall be removed if the rotational assignment is discontinued.” This is a clean-up item only and represents no additional salary and benefits cost. There is no change in the total number of authorized positions.
32000 PROBATION DEPARTMENT
Action: Delete: One position of E346S, Fiscal Office Assistant Series
Biweekly Salary: $2,152.80 - $2,835.20
Add: One position of E350, Fiscal Office Specialist
Biweekly Salary: $2,598.40 - $3,246.40
Explanation: This is the deletion of one vacant Fiscal Office Assistant position and addition one Fiscal Office Specialist position. The position will be performing financial processing, contract encumbrance and budget monitoring while maintaining compliance with fiscal policies. This action represents an approximate monthly salary and benefits cost of $1,363. There is no change in the total number of authorized positions.

Action: Set salary range of T071, Supervising Forensic Autopsy Technician at $36.74 to $45.93 per hour.
Explanation: This action sets the salary range of the new classification that was approved by the Civil Service Commission. This salary setting action has no associated salary and benefits cost. There is no change in the total number of authorized positions.

Explanation: This is the deletion of one vacant Communicable Disease Investigator position and addition of one Senior Communicable Disease Investigator who will assist with facilitating cross-training and enhancing collaborative workflows for strengthening program delivery. This action represents an approximate monthly salary and benefits cost of $751. There is no change in the total number of authorized positions.

Action: Reclassify: One position of D023, Health Services Manager I
Biweekly Salary: $4,898.40 - $6,124.00
To: One position of D033, Health Services Manager II

Explanation: This is the reclassification of one filled Health Services Manager I position to Health Services Manager II as recommended by a recently completed classification study of the position. This action represents an approximate monthly salary and benefits cost of $3,206. There is no change in the total number of authorized positions.

Action: Add: One position of E334S, Office Assistant Series
Biweekly Salary: $2,520.00 - $2,728.00
Explanation: This is the addition of one Office Assistant to help process Tobacco Retailer applications from cities and perform related duties in support of the program. This action represents an approximate monthly salary and benefits cost of $9,043. There is no change in the total number of authorized positions.

Action: Delete: One position of F038, Senior Public Health Nurse
Biweekly Salary: $5,880.80 - $7,349.60

Explanation: This is the deletion of one vacant Senior Public Health Nurse position and addition of one Pharmacist position who will support immunization efforts for influenza, COVID-19, and other childhood diseases. This action represents an approximate monthly salary and benefits cost of $1,042. There is no change in the total number of authorized positions.
66000 SAN MATEO MEDICAL CENTER
Action: Add: On-Call and Call-back Special Compensation for Extra Help Nurse Practitioners assigned as Providers for the Keller Center.
Explanation: This action amends Section 5 of the Master Salary Resolution to add on-call pay at the hourly rate of one-half (1/2) the base pay and call-back pay compensated at a minimum of three hours of overtime, in addition to all other compensation, for Extra Help Nurse Practitioners assigned as Providers for the Keller Center. Full-time employees required by their supervisor to conduct work via a remote connection (telephone or computer) during off-duty hours shall receive overtime pay for a minimum of thirty (30) minutes and any additional actual time worked rounded up to the nearest six-minute increment. Part time workers will receive compensation for work via a remote connection during off-duty hours in accordance with hours worked within the workweek. Hours worked during the Nurse Practitioner’s scheduled shift shall not be considered call-back pay. A Nurse Practitioner receiving call-back pay shall not be entitled to "on-call" pay simultaneously.
Financial Impact on County’s Retirement System
Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.
As reflected in the attached letter from SamCERA’s actuary, Milliman, the change in Org 57000 which involves a filled position, does not have an impact to the Actuarial Accrued Liability (AAL). The employee in this position is an active member of General Plan 7 and currently receives compensation in excess of the PEPRA Compensation Limit for 2024 under Government Code Section 7522.10. Since compensation that is in excess of the PEPRA Compensation Limit is disregarded in the calculation of individual benefits and the funding of SamCERA, any additional compensation received by this individual will not result in increased retirement benefits. Therefore, there is no increase in AAL or Statutory Contribution Rates due to this increase in compensation.
EQUITY IMPACT:
These amendments to the Master Salary Resolution ensure that pay for County classifications are externally and internally competitive; and that positions and vacancies are classified appropriately as to maintain pay equity and pay transparency and promote the goals of diverse and inclusive hiring consistent with the Human Resources Department’s mission and values.
FISCAL IMPACT:
These actions represent an estimated monthly salary and benefits cost of $28,196 or an annual cost estimate of $338,352.
