Adopt a resolution authorizing an agreement with Worldview Studios to implement the Community Health Improvement Plan (CHIP) Collaborative for the term of September 15, 2026 through June 30, 2028, in an amount not to exceed $362,428.

BACKGROUND:
The CHIP reflects the results of a community-wide planning process aimed at advancing the health and well-being of San Mateo County. The CHIP Collaborative is intended as the community structure to guide CHIP implementation and to serve as a blueprint for shared action across government, community members, community-based organizations, and systems. The CHIP Collaborative will advance current, community-defined priorities, which include Access to Health Care Services, Mental Health, and Social Determinants of Health. Please reference the CHIP Report for additional background. The CHIP Collaborative will also be integral in engaging community members around the next Community Health Assessment (CHA), which will be completed in 2028. The CHIP Collaborative will establish and expand pathways for community partners and residents to share their voices, engage with San Mateo County Health, and support community engagement related to the CHIP priorities.
On January 30, 2026, San Mateo County Health released the San Mateo County Health Community Collaborative Planning and Implementation Request for Proposals, seeking a qualified organization to organize, facilitate, and lead the planning and development of community collaboratives. Following a competitive procurement process, Worldview Studios scored the highest with the evaluation committee to provide these services. Their experience working to convene and facilitate partnerships with government and community partners made them the most qualified proposer.
DISCUSSION:
Worldview Studios will serve as the backbone organization for the CHIP Collaborative. In this role, Worldview Studios will provide facilitation, coordination, and operational support for the collaborative meetings, annual planning meetings/retreats, and any ad hoc groups or committees that may be established. Worldview Studios will also support development of the governance structure.
Worldview Studios will support meaningful engagement of residents and communities throughout San Mateo County to help ensure that priority communities are represented in the CHIP. In collaboration with CHIP Collaborative members, Worldview Studios will also pursue sustainable funding to support the Collaborative’s priorities.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
It is anticipated that Worldview Studios will recruit and maintain 20 Collaborative members to participate in the CHIP Collaborative. To establish the CHIP Collaborative, Worldview Studios will also host two to five Collaborative convenings to allow for community partners and residents to receive updates on progress made by the CHIP workgroups, provide input and feedback on the priorities, engage with San Mateo County Health staff and leadership, and identify opportunities for additional community engagement related to CHIP priorities.

COMMUNITY IMPACT:
Worldview Studios will increase the capacity of San Mateo County Health to effectively coordinate the CHA and implementation of the CHIP. Worldview Studios will identify communities that are not currently participating in the CHIP process and conduct meaningful outreach and recruitment activities to help ensure that residents from the most vulnerable communities have the opportunity to participate. Worldview Studios will also support the current priority areas of Access to Care, Mental Health, and Social Determinants of Health to help San Mateo County Health advance meaningful improvements in community health.
FISCAL IMPACT:
The term of the agreement is September 15, 2026 through June 30, 2028. The amount of the agreement is $362,428. Funds in the amount of $182,864 have been included in the PHPP FY 2026-27 Approved Recommended Budget. Similar arrangements will be made for future years. The agreement amount is 100% funded by Net County Cost; therefore, $362,428 is Net County Cost.
