BACKGROUND:

JobTrain, Inc. (JobTrain) has provided vocational training and educational programs to the San Mateo County incarcerated population for over a decade. Programs and services include but are not limited to the following: culinary and baking arts; hospitality; financial literacy; construction pre-apprenticeship; work readiness, career counseling, life skills; and re-entry coordination. JobTrain continues to be an integral part of the County’s efforts to reduce recidivism for justice-involved individuals who are in custody.

 

DISCUSSION:

In the Fall of 2024, the Sheriff’s Office issued a Request for Proposals (RFP) for programs and services for the County’s incarcerated population. JobTrain was selected to provide in-custody programs and services for San Mateo County’s justice-involved population. The agreement reflects the first year of contracted services under the RFP.

COMMUNITY IMPACT:

Whether entering the job market for the first time or preparing to re-enter society, individuals in jail receive vital support from JobTrain. JobTrain instructors help incarcerated men and women build essential job skills and prepare for employment. The life skills program teaches effective communication and how to handle workplace challenges that individuals may encounter. By teaching financial literacy, JobTrain instructors connect work readiness skills with financial management, helping participants establish a secure foundation for their futures.

 

JobTrain offers an overview of various industries and opportunities that men and women can explore. For some participants, JobTrain classes uncover talents and interests of which they were previously unaware. Additionally, support from JobTrain can continue after release from custody; students can attend any JobTrain location within the county.

 

Entering the community can be challenging for individuals involved in the criminal justice system, as they need to secure employment, housing, and transportation. By initiating an educational and vocational relationship with JobTrain while incarcerated, these individuals take a courageous first step toward shaping their re-entry experience and building resilience in the face of setbacks.

 

FISCAL IMPACT:

The term of this agreement is from February 1, 2025, through June 30, 2026, for an amount not to exceed $672,203. There is no Net County Cost associated with this agreement, as it is entirely funded by AB109 Public Safety Realignment Funds.
