BACKGROUND:

In March 2021, San Mateo County Procurement completed a Request for Proposals (RFP) for Security Services. Following the completion of the RFP process, County departments were authorized to negotiate individual agreements with the selected contractor to address their specific needs. Out of the ten vendors that submitted proposals, Execushield, Inc. was selected as the best qualified firm to provide these services to the County.

 

On December 14, 2021, by Resolution No. 078634 this Board approved entering into an agreement with Execushield, Inc for a term of January 1, 2022 through October 10, 2024 for a total obligation amount not to exceed $1,500,000 which ended in October of 2024. To avoid a gap in service, the County of San Mateo Human Services Agency (HSA) executed a director level agreement on December 12, 2024, with Execushield, Inc. This agreement is to provide general security services to six (6) HSA offices throughout the County for a term of October 11, 2024 through October 31, 2026 for a total obligation not to exceed $200,000. On March 16, 2025, a director level amendment to the agreement was executed to adjust a rate table in Exhibit B with no change to the term or total obligation.

 

DISCUSSION:

HSA has an ongoing need for security services at its regional offices and other locations. Execushield, Inc. will provide HSA with trained and competent staff who will provide a deterrent to threats and acts of violence against County visitors and staff, and report suspicious circumstances to the appropriate authorities. The parties wish to further amend the agreement to add an additional $800,000 to allow services to continue until the end of the term of the agreement.

 

The County Attorney has reviewed and approved the resolution and agreement as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000.

 

COMMUNITY IMPACT:

The proposed agreement will help ensure safety of employees and the public visiting our regional offices, which will enhance access for all and benefit the community as a whole.

 

FISCAL IMPACT:

The term of this Agreement is October 11, 2024, through October 31, 2026. The fiscal obligation of this agreement is being increased by $800,000 for a new total of $1,000,000. The cost of this agreement is funded with state revenues, federal revenues, and Net County Cost. Budgetary appropriation for this agreement is included in the FY 2024-25 Adopted Budget and will be included in future budgets.
