BACKGROUND:

The Sheriff's Office requires reliable, around-the-clock towing and vehicle management services to support law enforcement and County operations throughout San Mateo County. Services include towing and roadside assistance for County vehicles and specialized equipment; accident and off-road recovery; temporary storage; secure towing and storage of vehicles held as evidence; and the removal and lawful disposal of recreational vehicles, trailers, boats, shipping containers, and other non-passenger vehicles. These services are for authorized County operational needs and do not establish a public tow-rotation program.

DISCUSSION:

In May 2026, the Sheriff's Office conducted Request for Proposals No. 2026-RFP-00513 (RFP) through the County's standard public solicitation process. The County received three responsive proposals from qualified towing and recovery companies.

An evaluation committee reviewed the proposals based on the criteria established in the RFP, including experience performing comparable public agency and law enforcement work; ability to meet emergency and non-emergency response requirements; fleet capacity and specialized equipment; secure storage capability; implementation readiness; references and past performance; and overall cost and best value to the County.

Action Road Solutions was selected because its proposal presented the strongest overall combination of relevant experience, operational capacity, geographic proximity, and pricing for the services expected to be used most frequently.

Under the proposed agreement, which has a maximum fiscal obligation of $250,000 over the course of a three-year term, Action Road Solutions will provide 24-hour service throughout the County, including coastal and rural areas and, when required, destinations outside the County (“Agreement”). The Agreement will require response within 30 minutes for emergency calls, within 60 minutes for non-emergency calls, and within one business day for administrative inquiries. It will also require secure evidence handling and chain-of-custody controls, compliance with environmental and disposal requirements, itemized invoices, and an assigned Account Manager to coordinate service delivery and resolve operational or billing issues.

The resolution and agreement have been reviewed and approved by the County Attorney as to form.

COMMUNITY IMPACT:

The Agreement will support timely incident response, help keep roadways and public spaces clear of disabled or abandoned vehicles, and preserve evidence needed for criminal investigations. Countywide 24-hour coverage and defined response standards will provide consistent service to residents and County operations in urban, coastal, and rural communities.

FISCAL IMPACT:

This agreement is for a three-year term with an option to extend the term for two additional one-year terms, in an amount not to exceed $250,000. Funding for this agreement has been included in the Sheriff’s Office FY 2026-27 Recommended Budget.
