BACKGROUND:
The County of San Mateo's Information Services Department (ISD) operates a countywide, multi-technology public safety radio system utilizing microwave radio, optical fiber, and leased circuits to support critical public safety communications across the County.
Your Board approved an agreement and subsequent amendment with Aviat U.S., Inc. to engineer and implement the Microwave System Upgrade Project for a current term through December 31, 2025, and a current total amount not to exceed $7,970,161.51. Due to the stringent technical requirements of this multi-year project, ISD issued a Request for Proposal on April 8, 2022, to identify a vendor with extensive technical experience, available local personnel, and resources to provide project management and subject matter expert consulting services for the Microwave System Upgrade Project and other Land Mobile Radio projects.
On March 28, 2023, your Board approved an agreement with Federal Engineering, Inc. for these services for the term of March 28, 2023, through June 30, 2025, for a total amount not to exceed $536,300. On June 24, 2025, the parties executed Amendment Number 1 to provide continued consulting services and extend the term through December 31, 2025.
DISCUSSION:
The complexity and evolving needs of the County’s Microwave System Upgrade Project require ongoing subject matter expert and project management services. Federal Engineering, Inc. has provided these specialized services to support coordination with Aviat U.S., Inc., the County’s selected Microwave Upgrade System vendor, and Motorola, the Land Mobile Radio system manufacturer.
This amendment extends the agreement with Federal Engineering, Inc. to ensure continued support for critical project tasks, including technical review of deliverables, oversight of system implementation, coordination of testing and validation, and assistance during final system acceptance.
ISD is seeking approval from your Board to execute this amendment to the agreement with Federal Engineering, Inc. to continue these vital services through project completion.
The County Attorney’s Office has reviewed and approved the amendment and resolution as to both form and content.
The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
Approval of this amendment will contribute to the performance measure by cost-effectively upgrading the County’s radio communications system.

COMMUNITY IMPACT:
Maintaining a reliable public safety communication system helps ensure all communities, especially underserved areas, have access to timely emergency services. Accurate location-based routing supports consistent public safety responses and helps reduce delays that can impact vulnerable populations.
FISCAL IMPACT:
The term of this amended agreement is from March 28, 2023, through March 27, 2026. The revised amount of this Agreement is $670,059.95. Funding for this Agreement will come from Proposition 172 funds appropriated in ISD’s FY 2025-26 Recommended Budget and will be included in ISD’s FY 2025-26 Adopted Budget for multi-year Radio Communications projects.
