BACKGROUND:

For the efficient and effective statutory compliance of the review of juvenile operations in this county, the San Mateo Superior Court and the County of San Mateo’s Board of Supervisors have agreed that the appointees by the Court to the Juvenile Justice Commission are appointed concurrently by the Board of Supervisors to the Juvenile Justice & Delinquency Prevention Commission. Historically, the County’s practice has been to have candidates for Commission membership identified by the County or by the Commission membership, The Court appoints and recommends concurrent appointment by the Board of Supervisors.

 

DISCUSSION:

With the recommendation of the Juvenile Presiding Judge, Susan Irene Etezadi, Presiding Judge Elizabeth K. Lee does not object to and recommends to the County of San Mateo the reappointment of Mr. Paul Bocanegra to the Juvenile Justice & Delinquency Prevention Commission for the term prescribed by law. Mr. Bocanegra’s term expired on December 31, 2023. This reappointment is for a second full term effective January 1, 2024 through on December 31, 2027.

 

This is a request that the Board of Supervisors reappoint the above-listed commissioner to the Juvenile Justice & Delinquency Prevention Commission.

 

It is noted that Mr. Bocanegra does have a criminal history, which will not be detailed in this report. However, Mr. Bocanegra is recognized as a community leader, Certified Drug and Alcohol Counselor, and San Mateo County Juvenile Justice & Delinquency Prevention Commissioner. Mr. Bocanegra has:

                     Testified at the State Capitol, co-authored legislation, and is a Latin X Community Advisor and Delegate for State Senator Josh Becker.

                     Co-founded ReEvolution, a nonprofit organization, to use his lens of lived experience to provide meaningful support and prevention efforts for youth and person-centered reentry programs for all transitioning community members.

                     Serves as an expert witness in youth criminal justice cases, a restorative justice practitioner, a personal mentor, and an advocate for victims of crime.

                     Is a Community Fund Panelist for the Chan Zuckerberg Foundation in Redwood City and;

                     Is the founding Vice-Chair of Fixin’ San Mateo County.

 

Paul grew up in Santa Clara County and is a first-generation Mexican American. Mr. Bocanegra lives in the Eagle Hill Neighborhood of Redwood City.

 

Because of his previous experience, perspective, background, as well as leadership serving on the JJDPC, the San Mateo Superior Court does not object and recommends the reappointment of Mr. Paul Bocanegra to the Juvenile Justice and Delinquency Prevention Commissioner.
