BACKGROUND:

At the January 30, 2024, Board of Supervisors meeting, this Board approved an agreement with C3 AI to provide Appraisal Valuation Software using Artificial Intelligence, Machine Learning tools, and Analytics for Residential and Commercial property valuation (Resolution No. 080147).

 

DISCUSSION:

Appropriations to cover the costs of the agreement for the first year in the amount of $1,000,000 were included in the Department’s FY 2023-24 Recommended Budget. Due to staff turnover in the ACRE Fiscal Services Unit, staff omitted budgeting for the Intrafund Transfer appropriation of $550,000 in the Department’s FY 2024-25 Recommended Budget to cover the second installment costs of the agreement. This has resulted in ACRE Department not having sufficient funds to cover payments due to the vendor in the current fiscal year and meet the County’s obligation to pay the invoices on time.    

 

County Attorney has reviewed and approved the Appropriation Transfer Request as to form.

 

FISCAL IMPACT:

Funds for this project have been appropriated by the Board and no new funding is requested. Non-Departmental Services will reimburse the Assessor-County Clerk-Recorder-Elections (ACRE) Department for costs associated with the C3 AI Residential and Commercial Property Appraisal Valuation Software Project. The ATR increases Intrafund Transfers and Fixed Assets in the Department’s FY 2024-25 Adopted Budget. Unspent appropriations will be included in future budgets.
