BACKGROUND:

The Sustainability Department (Department) consists of different program areas to help the County both fight against and prepare for climate change, ensure clean energy, water, and air, and conserve resources for future generations through waste reduction.

 

These programs all interface extensively with the public, with regional partners, and with other jurisdictions to fulfill their missions. Deploying strategically designed, culturally appropriate communications campaigns and messaging materials is critical for transforming complex ideas into compelling messages and easy-to-understand graphics. This approach drives engagement while building trust and credibility. These services elevate the quality of the Department’s materials and programs, enhancing engagement across our diverse communication platforms and audiences.

 

In December 2023, the Department issued a Request for Proposals for on-call communications and marketing strategy and graphic design services. The Department received fourteen proposals, of which ten were screened for review. Good Stuff Partners LLC was determined by the RFP evaluation committee to provide the best value to the County and has been selected as the vendor for these services. On March 24, 2024, the Department entered into an agreement for on-call communications, marketing, and graphic design services, for the term of March 18, 2024 to March 17, 2027, in an amount not to exceed $150,000.

 

DISCUSSION:

The Department requires on-call communications, marketing, and graphic design services to assist in promoting its programs and with the delivery of information and campaigns to target audiences. These services include, but are not limited to, research and analysis, developing communications strategies, messaging development, creative development of campaign assets, implementation, and measurement. All Department programs and projects have access to these services. Given an opportunity to lead a county-wide climate change campaign that is fully funded by PG&E through the San Mateo County Energy Watch program, the original agreement will be amended to accommodate this initiative that will benefit the broad community. An amendment to increase the current not to exceed amount of $150,000 by $150,000 for a new not to exceed amount of $300,000 is needed.

 

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.

EQUITY IMPACT:

Good Stuff Partners LLC is adept at recognizing the unique communication needs of the County’s diverse audiences and can implement equity-driven strategies tailored to the needs of various races, ethnicities, genders, and gender identities. By designing communications, marketing, and graphic design services for a wide spectrum of residents and businesses, the Department can engage communities with the highest needs and promote a sustainable environment for all.

 

FISCAL IMPACT:

The amendment increases the amount payable under the agreement by $150,000 to an amount not to exceed $300,000 for the three-year term. Funds for the original agreement include $50,000 of Net County Cost included in the FY 2023-24 Adopted Budget, $50,000 included in the FY 2024-25 Adopted Budget, and $50,000 that will be included in the FY 2025-26 Recommended Budget. This amendment is funded with $150,000 of grant funds which are included in the FY2024-25 Adopted budget. There is no new Net County Cost associated with this amendment.
