BACKGROUND:

The Behavioral Health and Recovery Services (BHRS) Mental Health Services Act (MHSA) stakeholders prioritized behavioral health supports for children ages 0-5 as a core strategy of MHSA’s Prevention and Early Intervention component. In particular, the stakeholders prioritized the leveraging and support of First 5’s Trauma-and-Resiliency-Informed Systems Initiative (TRISI) goals.

The First 5 Mental Health’s Building Steering Committee recommended prioritizing the development of TRISI, with the specific goal of supporting child- and family-serving organizations and systems to become more trauma-informed in First 5’s operations. This recommendation was approved by First 5 on January 22, 2018.

 

DISCUSSION:

The Memorandum of Understanding (MOU) will continue the collaboration between BHRS and First 5 to further develop trauma-informed agencies, with the goal of embedding trauma-informed policies and practices at every level of child- and family-serving agencies. In the initial phases of TRISI, nine child- and family-serving organizations and/or County departments were supported, through training and resources, to become more trauma-informed.

 

Three of the largest child- and family-serving agencies completed a Trauma-Informed Organizational (TIO) Practice Assessment.  Additionally, six agencies that participated in the first cycle of TRISI received ongoing technical support. Moving forward as part of TRISI 2.0, agencies will develop and implement workplans based on their TIO Practice Assessment.

 

BHRS will continue to work collaboratively with First 5 on any key decision-making regarding this project. First 5 will provide representation at the Children and Youth System of Care meetings to ensure ongoing communication, as well as manage the project and contract with subject-matter experts in the field to conduct the trauma-informed systems trainings and activities, as needed.

 

The MOU and resolution have been reviewed and approved by County Attorney as to form.

 

The resolution contains the County’s standard provisions allowing further amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

 

This MOU is going to this Board late due to necessary additional planning for agencies participating in TRISI 2.0.

 

It is anticipated that 100% of the agencies which have previously completed the training and coaching will develop a workplan based on their TIO Practice Assessment.

FISCAL IMPACT:

The term of the MOU is October 1, 2023 through June 30, 2025. The amount of the agreement is not to exceed $300,000 for the 21-month term. Funds in the amount of $150,000 were included in the BHRS FY 2023-24 Adopted Budget, similar arrangements will be recommended moving forward. The full amount of $300,000 will be funded by MHSA Prevention and Early Intervention. There is no Net County Cost associated with this MOU.
