BACKGROUND:

On August 29, 2017, the Chief of San Mateo County Health approved an agreement with Taulama for Tongans to expand the Tobacco Prevention Program by leveraging the skills, resources, and relationships of a community agency, for the term July 17, 2017 through June 30, 2018, in an amount not to exceed $20,000.

 

On June 20, 2018, the Chief of San Mateo County Health approved an amendment to the agreement to conduct a community assessment of the Tongan community around the use of alcohol, tobacco, marijuana, and other drugs, increasing the amount by $40,000 to an amount not to exceed $60,000, and extending the term of the agreement through June 30, 2021.

 

On September 19, 2018, the Chief of San Mateo County Health approved an amendment to the agreement for tobacco prevention services, increasing the amount by $36,600 to an amount not to exceed $96,600 with no change to the term of the agreement. Funding was added for Taulama for Tongans to conduct activities through June 2020 to raise elected official and community awareness around smoke-free multi-unit housing.

 

DISCUSSION:

In San Mateo County, there are approximately 114,000 multi-unit housing residences and more than 78% of those residences are smoke-free. Residents spend much of their lives in their residences. Those living in residences that are not smoke-free are at elevated risk of exposure to secondhand smoke and are the main place many children and adults breathe in secondhand smoke. According to the Centers for Disease Control and Prevention, secondhand smoke contributes to approximately 41,000 deaths among nonsmoking adults and 400 deaths in infants each year. Smoke-free policies improve air quality and health.

 

It is now necessary to amend this agreement for tobacco prevention services by continuing to promote a multi-jurisdictional policy initiative, raising awareness and advocating for smoke-free housing implementation throughout the County, through June 30, 2021.

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).

 

The amendment and resolution have been reviewed and approved by County Counsel as to form.

 

Due to continuing tobacco prevention efforts, more than 78% of multi-unit housing residences in San Mateo County are smoke-free. It is anticipated that in FY 2020-21, education on smoke-free multi-unit housing will be provided to City Council members that have jurisdiction over a total of 8,232 multi-unit housing residences. This will help increase the possibility of adopting additional policies to restrict smoking in multi-unit housing residences. It is anticipated that 85% of multi-unit housing residences in San Mateo County will be smoke-free.

FISCAL IMPACT:

The term of the amended agreement is July 17, 2017 through June 30, 2021. The amount of the amended agreement is not to exceed $109,850. The amendment increases the contract maximum by $13,250 and is included in the Behavioral Health and Recovery Services FY 2020-21 Recommended Budget. Of that amount, the Tobacco Prevention Program Proposition 56/99 will fund 100% or $13,250.  There is no Net County Cost.
