Adopt a resolution authorizing an amendment to the agreement with CDW-G (Agreement No. 30000-24-R080162) increasing the not to exceed amount by $1,296,000 for a new amount not to exceed $2,796,000 and revising the scope of work.

BACKGROUND:
In November 2023, this Board approved Resolution No. 080044 authorizing an agreement with the California State Board of State and Community Corrections (BSCC) for distribution of the Organized Retail Theft Grant Program Funds to the County of San Mateo Sheriff’s Office for the term of October 1, 2023 through December 31, 2026 in an amount not to exceed $15,643,538; and approving an appropriation transfer request (ATR) in the amount of $15,653,538 to establish a budget appropriation and record revenue for the Organized Retail Theft Grant Program.
In January 2024, this Board approved Resolution No. R080162 authorizing an agreement with CDW-G to procure usage credits to host and support core applications and solutions in the Amazon Web Services (AWS) government cloud platform for an amount not to exceed $1,500,000 for the term of July 1, 2023 through June 30, 2028. This contract is being funded by the BSCC Organized Retail Theft Grant.
DISCUSSION:
This amendment represents the anticipated increase in utilization of AWS Government Cloud services and support procured through CDW-G to achieve identified software implementation goals defined in the Organized Retail Theft Grant.
Services include hosting specific software services identified in the grant for the following police departments which are subgrantees of the Sheriff’s Office: Atherton, Belmont, Brisbane, Broadmoor, Burlingame, Colma, East Palo Alto, Foster City, Menlo Park, Pacifica, Redwood City, and South San Francisco. Additionally, this amendment represents hosting and support for the police departments of Daly City, San Bruno, and San Mateo. Those agencies will fund their portion of services through Daly City Police Department’s Organized Retail Theft Grant.
By consolidating all of these agencies’ utilization of AWS Government Cloud services and support by CDW-G, we optimize countywide costs by further invoking volume-based discounts via AWS’ Enterprise Discount Plan (EDP) and other compoundable savings plans that would not be available if pursued independently. CDW-G has negotiated an additional discount as well. The amount of $1,296,000 requesting to be added is itemized in the Organized Retail Theft Grant budget.
The County Attorney has reviewed and approved the resolution and amendment as to form.
FISCAL IMPACT:
This amendment increases the amount payable under the agreement by $1,296,000 for a total not to exceed amount of $2,796,000. Funding for this agreement is provided by the BSCC Organized Retail Theft Grant Program. There is no Net County Cost.
