BACKGROUND:
Community Overcoming Relationship Abuse (CORA) supports a broad array of services for families and individuals who have experienced domestic violence which is critical to helping survivors maintain their safety and access resources to assist with their basic needs and wellbeing.
CORA provides unique services, expertise, and capacities in assisting victims of domestic violence including emergency shelter, 24/7 crisis hotline, legal service assistance, counseling, and community education.
On May 1, 2023, the Director of the Human Services Agency approved an agreement for domestic violence victim support services with CORA for the term of July 1, 2023 through June 30, 2025 in the amount of $198,432. This agreement is funded solely by the Marriage License Trust Fund.
DISCUSSION:
The Human Services Agency (HSA) is requesting approval to amend this agreement by extending the term three years through June 30, 2028 and to add $297,648 in funding for the additional years.
CORA is the only agency in San Mateo County solely dedicated to serving survivors of domestic violence. CORA’s mission is to provide safety, support and healing for individuals who experience abuse in an intimate relationship and to educate the community to break the cycle of domestic violence. CORA will utilize their expertise to provide these services in a client-centered and trauma-informed manner.
The resolution contains the County’s standard provision allowing Amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
The County Attorney has reviewed and approved the Agreement and resolution as to form.

COMMUNITY IMPACT:
Extending the CORA Marriage License Trust Fund contract will support the continuation of services responding to the needs of domestic violence survivors through emergency shelter, crisis intervention and assistance through a 24-hour crisis hotline, counseling, community education, and legal assistance.
FISCAL IMPACT:
The term of this amended agreement is July 1, 2023 through June 30, 2028. The amendment adds $297,648 for a new total amount not to exceed $496,080. This agreement is funded by Net County Cost and Marriage License Domestic Violence Prevention Trust Fund. Budgetary appropriation for this agreement is included in the FY 2024-25 Adopted Budget and will be included in future budgets that are affected by this agreement.
