Adopt a resolution authorizing an agreement with Tyler Technologies. Inc. for an Open Data platform, for the term of July 1, 2025 through June 30, 2030, in an amount not to exceed $1,031,542.

BACKGROUND:
The Information Services Department (ISD) is responsible for supporting the County’s initiatives in data transparency and performance management. The Open Data platform hosts the County's performance dashboards and tracks progress toward Shared Vision 2025, Measure K, and departmental performance goals. The County’s Open Data portal contains over 1,300 publicly available datasets and enables users to discover and visualize data through an accessible online portal.
On January 31, 2025, ISD released a Request for Proposals (RFP), seeking proposals for an Open Data platform. Six (6) proposals were received and the proposal from Tyler Technologies, Inc. was identified as the most suitable for the County’s requirements.
DISCUSSION:
This agreement with Tyler Technologies, Inc. will ensure continued support for the County’s Open Data Program by providing a robust platform to host the County’s performance dashboards, track progress toward its Shared Vision 2025, Measure K, departmental performance goals. The stability of the Open Data platform will enable the County to continue hosting a large number of datasets effectively and securely. These capabilities are essential to departmental and programmatic needs and are crucial for the ongoing success of the County’s data-driven performance reporting and open government initiatives.
ISD is seeking approval from your Board to execute an agreement with Tyler Technologies, Inc. to provide an Open Data platform.
The County Attorney’s Office has reviewed and approved the resolution and agreement as to form.
This resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
Approval of this agreement contributes to the performance measure by ensuring that vital information remains accessible to the public and County departments.

FISCAL IMPACT:
The term of this agreement is from July 01, 2025, to June 30, 2030. The total not to exceed amount for this agreement is $1,031,542. Funding for this contract is included in ISD’s FY 2025-26 Recommended Budget and will be charged to the County Executive’s Office through the Open Data service charge.
