BACKGROUND:

As part of the implementation of the Assessor Property Assessment System (APAS) project and APAS Data Cleansing and Conversion project, ACRE has cleansed and migrated approximately 30 million items of property assessment data from the legacy system to the APAS system and is now well positioned to initiate the Property Appraisal Valuation project. At its January 30, 2024, meeting, this Board approved the Appraisal Property Valuation project for the residential and commercial applications with C3 AI.

 

C3 AI offers end-to-end, comprehensive AI lifecycle management services, which will allow ACRE to update data models and configurations of AI/ML models during the term of the agreement.

 

DISCUSSION:

The agreement with C3 AI is for five (5) years. C3 AI offers a development platform which can be utilized in many other areas such as analyzing and developing the Department’s operational procedures, training, and policy materials.

 

As part of this agreement, C3 AI will deploy into production their C3 AI Residential and Commercial Property Appraisal Applications (C3 Applications). The C3 AI Applications will provide dashboards, screens, and AI tools to assist ACRE with appraisal valuations, including defensible evidentiary packages for the defense of ACRE property assessments before the Assessment Appeals Board.

 

To date, project management services necessary to implement the C3 AI residential valuation application project have been provided by Mikasoft, Inc. and its CEO, Paul Paulose. The ongoing work includes the successful end-to-end Program Management of the C3 AI Applications project through active leadership and engagement at both a strategic and detailed program level. This expert knowledge and leadership continue to be invaluable to ensure the C3 AI project success.

 

ACRE and C3 AI staff initiated the residential application implementation project in September 2024 and targeted for deployment in September 2025. Parallel with the implementation of the residential valuation application project, the project team will initiate the C3 AI commercial valuation application product from July 2025.

 

The current contract with Mikasoft ends on June 30, 2025. To support the C3 AI residential and commercial product implementation, production rollout support and other deliverables identified in the C3 AI project, ACRE Management requests the Board extend the Mikasoft, Inc. contract from June 20, 2024 through June 30, 2025 to June 20, 2024 through September 30, 2025 and increase the amount payable by $55,440 for a new not to exceed amount of $231, 440. Extending the Agreement will ensure Mikasoft, Inc. project management services to be continued to complete the production deployment of C3 AI Applications.   

 

The County Attorney has reviewed and approved the resolution and amendment as to form.

 

COMMUNITY IMPACT:

The APAS project contributes to the Shared Vision 2025 outcome of a Collaborative Community by accessing and providing the residents of the County of San Mateo with highly accurate and reliable Assessor data that advances the technological capability, efficiency, speed, and convenience of vital government services.

 

FISCAL IMPACT:

Appropriations to cover the costs of the amended agreement will be fully funded by the Assessment System and Applications Trust Fund. There is no new Net County Cost associated with this amendment.
