BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.  District 2 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General.  District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization. 

PROJECT SUMMARY:

This is a request to authorize a grant to Empowerment Through Action (ETA), and resulting grant agreement, in an amount not to exceed $10,000 to provide for its Empower San Mateo initiative to build community resource centers. The County Executive's Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

                     On December 10, 2024, the Board of Supervisors approved $19,500 in district-discretionary funds to Empowerment Through Action at Hillsdale for Peace Pantry, Community Garden, and Community Closet, with an amendment on March 11, 2025, replacing stipend budget items with direct funding for garden materials with no change to the not-to-exceed amount of $19,500.

Empowerment Through Action (ETA) is a program that supports over 200 of Hillsdale High School’s historically underserved students. Launched in 2018 with the objective of closing opportunity gaps and fostering belonging within the student community, ETA programs consist of mentoring groups, tutoring, enrichment activities, job and career training, parent education, community closet, and a food pantry. ETA's weekly mentoring groups are foundational to their programming and provide a safe space for students to learn social-emotional skills with guidance.

ETA’s broader Empower San Mateo (ESM) initiative expands the work of ETA services to the other high schools in San Mateo: San Mateo High School, Aragon High School, and Bridge Academy and the middle schools in San Mateo: Bayside, Borel, Abbott, and Bowditch.

This district-discretionary grant will enable the organization to meet the following currently unmet need or service gap within the County: community resource centers at San Mateo High School, Bridge Academy, and Aragon High School.

District 2 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward. The grantee organization will use the Measure K grant as follows:

The project or services funded by this district-discretionary grant will be implemented or provided between January 2026-December 2026 and is estimated to be completed by December 31, 2026.

Total Measure K Request: Not to Exceed $10,000.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

COMMUNITY IMPACT:

Empowerment Through Action focuses on closing the opportunity gap and fostering belonging of all students. Through this resource center, the program ensures that historically underserved students have the supports, networks, and resources they need to thrive.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
