BACKGROUND:

On June 25, 2024, this Board adopted Master Salary Resolution 080517 which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.

 

DISCUSSION:

The salary resolution changes herein represent the:

 

                     deletion of seven positions;

                     addition of nine positions;

                     reclassification of one position;

                     addition of one special compensation provision; and

                     setting of salary range of one classification.

 

These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

 

17000 HUMAN RESOURCES

 

Action:                      Set salary range of E401, Supervising Mail Services Driver at $32.07 to                                                                $40.07 per hour.

 

Explanation: This action adjusts the salary range of the Supervising Mail Services Driver classification by 10%, ensuring there is no salary compression between the supervisory level and the Mail Services Driver positions reporting to it. This action represents an approximate monthly salary and benefits cost of $965. There is no change in the total number of authorized positions.

 

25100 DISTRICT ATTORNEY’S OFFICE

 

Action A:                      Delete: One position of E001, Administrative Secretary I

                                          Biweekly Salary: $2,459.20 - $3,072.00

 

Add: One position of G111S, DA’s Office Victim Advocate Series

                                          Biweekly Salary: $2,593.60 - $3,825.60

 

Explanation: This is the deletion of one vacant Administrative Secretary I and addition of one District Attorney’s Office Victim Advocate Series. This change supports the increased workload within the Victim Services Division as a result of criminal justice reform and changes to mandates for the unit. This action represents an approximate monthly salary and benefits cost of $2,498. There is no change in the total number of authorized positions.

 

Action B:                     Add: One position of H035, District Attorney’s Inspector

                                          Biweekly Salary: $5,609.60 - $7,012.80

 

Action C:                     Add: One position of B024S, Deputy District Attorney-Unclassified Series

                                          Biweekly Salary: $4,323.20 - $10,479.20

 

Explanation: This is the addition of one District Attorney’s Inspector position and one unclassified Deputy District Attorney position to support an initiative designed to protect workers from wage theft and other exploitive practices in the workplace. These actions represent a monthly salary and benefits cost of $57,986 and will be fully funded by a Wage Theft Grant. The total number of authorized positions is increased by two.

 

37000 COUNTY LIBRARY

 

Action A:                      Delete: One position of D182S, Management Analyst Series

                                          Biweekly Salary: $3,656.00 - $5,288.80

 

Add: One position of D142, Deputy Director of Library Services

                                          Biweekly Salary: $6,253.60 - $7,817.60

 

Explanation: This is the deletion of one vacant Management Analyst position and addition of one Deputy Director of Library Services to oversee public services. The latter position will provide better leadership and direct support to thirteen community libraries and their branch managers. This action represents an approximate monthly salary and benefits cost of $8,383. There is no change in the total number of authorized positions.

 

Action B:                     Add: A special compensation up to 10% for a Library Services Manager assigned to administer a library-wide program with significant impact to library staffing and organizational policies, strategies and culture.

 

Explanation: This action amends Section 5 of the Master Salary Resolution to add a differential of up to 10%, in addition to all other compensation, for a Library Services Manager assigned by the Director of Library Services to administer a library-wide program with significant impact to library staffing and organizational policies, strategies and culture. No more than three Library Services Manager may be assigned this special compensation at any given time. The amount of allowance, not to exceed 10% is at the discretion of the Director of Library Services. The monthly salary and benefit cost of this special compensation is unknown until the Library has identified individuals and assignments for this designation. There is no change in the number of authorized positions.

Explanation: This is the deletion of one vacant Community Program Analyst position and addition of one Health Benefits Supervisor who will oversee staff onboarding/offboarding, all health coverage programs, systems and processes training and implementation, and community-based outreach and partnerships. This action represents an approximate monthly salary and benefits cost of $207. There is no change in the total number of authorized positions.

 

55500 PUBLIC HEALTH, POLICY AND PLANNING

 

Action:                     Delete: One position of E055, Communication Specialist-Confidential

                                          Biweekly Salary: $4,089.60 - $5,112.00

 

                                          Add: One position of D182S, Management Analyst Series

                                          Biweekly Salary: $3,656.00 - $5,288.80

 

Explanation: This is the deletion of one vacant Communication Specialist-Confidential position and addition of one Management Analyst to work on communication- and branding-related strategies for multiple divisions in Health and work closely with and occasionally providing lead direction to other Health Communication Specialists on projects. This action represents an approximate monthly salary and benefits cost of $586. There is no change in the total number of authorized positions.

 

57000 AGING AND ADULT SERVICES

 

Action:                      Delete: One position of E009, Senior Accountant-Exempt

                                          Biweekly Salary: $3,951.20 - $4,941.60

 

Add: One position of D182S, Management Analyst Series

                                          Biweekly Salary: $3,656.00 - $5,288.80

 

Explanation: This is the deletion of one vacant Senior Accountant-Exempt position and addition of one Management Analyst who will be responsible for essential tracking and reporting on six performance measures, budget monitoring and analysis, equity work, and lead Microsoft Dynamics 365 implementation within Aging and Adult.  This action represents an approximate monthly salary and benefits cost of $1,151. There is no change in the total number of authorized positions.

 

59000 ENVIRONMENTAL HEALTH SERVICES

 

Action A:                      Delete: One position of E368, Public Services Specialist 

                                          Biweekly Salary: $2,180.80 - $2,724.80

 

Add: One position of E347, Fiscal Office Assistant Series

                                          Biweekly Salary: $2,050.40 - $2,700.00

 

Explanation: This is the deletion of one vacant Public Service Specialist position and addition of one Fiscal Office Assistant Series. The Fiscal Office Assistant classification is more appropriate for the duties and responsibilities that would be assigned to this position. This action represents an approximate monthly salary and benefits savings of $82. There is no change in the total number of authorized positions.

 

Action B:                      Delete: One position of J005, Hazardous Materials Specialist IV 

                                          Biweekly Salary: $4,472.00 - $5,589.60

 

Add: One position of J037, Environmental Health Specialist IV

                                          Biweekly Salary: Same

 

Explanation: This is the deletion of one vacant Hazardous Materials Specialist IV position and addition of one Environmental Health Specialist IV. The latter classification has the required certification and expertise to lead the Food Program’s Mobile Food Facility for food sanitation and consumer protection activities. There is no change in the monthly salary and benefits costs, and there is no change in the total number of authorized positions.

 

66000 SAN MATEO MEDICAL CENTER

 

Action A:                     Reclassify: One position of V260S, IS Support Series (IS Client Systems Specialist Series)

                     Biweekly Salary: $3,795.20 - $5,646.40

 

                     To: One position of V269-Y, Value Analysis Analyst Y-Rated

                     Biweekly Salary: Same

 

Explanation: This is the reclassification of one filled IS Client Systems Specialist II position to Value Analysis Analyst Y-Rated as recommended by a recently completed classification study of the position. There is no change in the monthly salary and benefits cost and there is no change in the total number of authorized positions.

                     

Financial Impact on County’s Retirement System

Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.

 

As reflected in the attached letter from SamCERA’s actuary, Milliman, the changes reflected in this amendment that are in addition to the assumed annual salary increases of affected current employees, increases the Actuarial Accrued Liability (AAL) by approximately $1,000. While the Unfunded Actuarial Accrued Liability (UAAL) of SamCERA will be higher by this amount, the funded ratio, rounded to the nearest one basis point, will be unchanged.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $71,694 or an annual cost estimate of $860,326.
