BACKGROUND:
On April 26, 2016, your Board, as the Area Agency on Aging (AAA), approved the Area Plan for Services for Older Adults and Adults with Disabilities (Plan) 2016-20. The Plan provides a profile of the County’s senior population, identifies goals and makes recommendations for services to be funded with San Mateo County’s Older Americans Act of 1965 (OAA) funds. The Plan, along with an annual budget, fulfills the California Department of Aging’s requirements and generates an agreement for funding.
Aging and Adult Services (AAS) contracts with a variety of community-based agencies to implement programs that achieve the Plan’s goals and objectives with OAA funding. These programs include supportive services, ombudsman program, congregate nutrition, home-delivered meals, disease prevention, family caregiver support, elder abuse prevention, and elder abuse education and training. The services provided through these programs have served an average of 32,000 clients annually for the past four years, helping at-risk individuals remain independent and maintain their quality of life.
On June 6, 2017, your Board approved an agreement with California Department of Aging (CDA) to accept Older Americans Act funds for Title III and VII programs for the term July 1, 2017, through June 30, 2017 in the amount of $2,819,809.
DISCUSSION:
This amendment increases funds from CDA by $94,377 for ombudsman program, congregate nutrition, home-delivered meals, disease prevention, family caregiver support, elder abuse prevention, and elder abuse education and training services provided under the agreement. An amendment is required due to a reallocation of unspent OAA funds statewide from the prior year, which is a common CDA practice. A resolution and execution of an amendment from your Board is necessary to accept these additional funds.
The amendment and resolution have been reviewed and approved by County Counsel as to form.
This agreement contributes to the Shared Vision 2025 outcome of a Healthy Community by providing home and community-based services to individuals aged 60 and above. It is anticipated approximately 32,500 individuals will receive home and community based services through the AAA.

FISCAL IMPACT:
The term of the agreement is July 1, 2017, through June 30, 2018. The amount of CDA funds accepted under the revised agreement is $2,914,186 for a one-year term. This amendment increases the total funds accepted by $94,377. There is no Net County Cost.
